APPROPRIATIONS/SUPPLEML:  Makes supplemental appropriations for Fiscal Year
2018-2019 for the ordinary operating expenses of state government (Items #2 and
#6)
1	AN ACT
2To appropriate funds for Fiscal Year 2018-2019 to make supplemental appropriations for the
3 ordinary operating expenses of state government; to provide for an effective date;
4 and to provide for related matters.
5Be it enacted by the Legislature of Louisiana:
6 Section 1.  Appropriations contained in this Section of this Act shall become
7effective upon enactment of certain revenue measures introduced in the 2018 Second
8Extraordinary Session of the Legislature, and incorporated into the Fiscal Year 2018-2019
9official forecast of the Revenue Estimating Conference.  To the extent sufficient revenues
10are not enacted in the 2018 Second Extraordinary Session of the Legislature to fully fund
11each appropriation contained herein, the revenues recognized shall be distributed on a pro
12rata basis.

16 Section 3.  The provisions of this Act shall become effective on July 1, 2018.

Appropriates $354,115,460 out of the state general fund for general operating expenses of
state government in the event that the FY 2018-2019 official forecast is increased due to the
enactment of certain revenue measures introduced in the 2018 2nd E.S.
Effective on July 1, 2018.
Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on Appropriations to the
original bill:
1. Reduce the appropriations out of the state general fund by $3,000,000.
The House Floor Amendments to the engrossed bill:
1. Increase appropriations out of the state general fund by $17,459,818 for vouchers
and nonpublic educational assistance.
2. Authorize the secretary of state to deposit certain prior year self-generated
revenues into the Voting Technology Fund.
3. Specify that payments for rural hospitals in the La. Dept of Health FY 2018-2019
appropriations shall be no less than the FY 2017-2018 amount.
4. Allocate $50,000 of the Medical Vendor Payments to Private Providers to the
Teche Action Clinic for the Health Primary Care Pilot Program.
