HLS 182ES-280 ORIGINAL 2018 Second Extraordinary Session HOUSE RESOLUTION NO. 42 BY REPRESENTATIVE GLOVER MEDICAID: Requests a comparative analysis of Medicaid supplemental hospital funding across certain institutions within the state's safety net hospital system 1 A RESOLUTION 2To urge and request the Louisiana Department of Health to conduct a comparative analysis 3 of Medicaid supplemental hospital funding across certain institutions within the 4 state's safety net hospital system, and to report the results of the analysis to the 5 members of the legislature and to the legislative auditor. 6 WHEREAS, Louisiana's public safety net hospitals are a vital component of the 7overall healthcare system of this state; and 8 WHEREAS, the safety net hospital system underwent a rapid transformation 9beginning in 2012 when the state commenced a large-scale privatization of the public 10hospitals' operations while continuing to provide graduate medical education at the hospital 11facilities through the Louisiana State University Health Sciences Centers at Shreveport and 12New Orleans; and 13 WHEREAS, all but one of the state's safety net hospitals are now operated by private 14partners, and the hospitals are now referred to collectively as "public-private partnership 15hospitals"; and 16 WHEREAS, Medicaid supplemental hospital funding is a critical source of financing 17for public-private partnership hospitals and other hospitals across the state which treat 18significant numbers of low-income, uninsured, and indigent patients; and 19 WHEREAS, such funding includes payments made through the Medicaid 20disproportionate share hospital program, upper payment limit programs, full Medicaid 21pricing programs, and any Medicaid hospital payments other than base-rate payments which Page 1 of 3 HLS 182ES-280 ORIGINAL HR NO. 42 1are expended pursuant to special arrangements with individual hospitals or groups of 2hospitals; and 3 WHEREAS, as recognized in House Concurrent Resolution No. 86 of the 2017 4Regular Session and House Bill Nos. 350 and 462 of the 2018 Regular Session, Louisiana's 5current system for allocating Medicaid supplemental hospital funding lacks transparency and 6is in need of reform; and 7 WHEREAS, as a matter of fiscal policy and public health policy, it is essential for 8the state to ensure stability in the financing of health care delivered through the safety net 9hospital system and to provide for the system's sustainability. 10 THEREFORE, BE IT RESOLVED that the House of Representatives of the 11Legislature of Louisiana does hereby urge and request the secretary of the Louisiana 12Department of Health to determine all of the following Medicaid supplemental hospital 13funding amounts, and to report such amounts to the legislature and the legislative auditor in 14two annual reports: 15 (1) The total combined Medicaid supplemental hospital funding per adjusted 16occupied bed in the most recent state fiscal year for the public-private partnership hospitals 17at Shreveport and Monroe designated in R.S. 17:1519.2(B)(2)(a) and (b). 18 (2) The total combined Medicaid supplemental hospital funding per adjusted 19occupied bed in the most recent state fiscal year for the public-private partnership hospital 20at New Orleans designated in R.S. 17:1519.2(B)(1)(a). 21 BE IT FURTHER RESOLVED that the legislative auditor shall examine and validate 22the funding amounts reported pursuant to this Resolution. If the legislative auditor is unable 23to validate the amounts reported, then he shall notify the secretary of the Louisiana 24Department of Health, and the secretary shall submit recalculated amounts to the legislative 25auditor for validation. 26 BE IT FURTHER RESOLVED that the secretary of the Louisiana Department of 27Health shall submit the first annual report called for in this Resolution to the legislature and 28the legislative auditor on or before December 31, 2018, and shall submit the final annual 29report called for in this Resolution to the legislature and the legislative auditor on or before 30December 31, 2019.
