HOUSE RESOLUTION NO. 9
BY REPRESENTATIVE FOIL
A RESOLUTION
To express the condolences of the House of Representatives upon the death of Louis M.
Blakes.
WHEREAS, the members of the House of Representatives were saddened to learn
of the death of Louis M. Blakes, Mississippi native and long-time Louisiana resident; and
WHEREAS, Louis Blakes was the oldest son born to Alphonse and Mamie Blakes;
he entered the world by way of the village of Stock Farm in Wilkinson County, Mississippi;
and
WHEREAS, Louis spent his college years in Baton Rouge; he graduated from
Southern University and A&M College and flourished in the field of music as an educator
and band director; Mr. Blakes directed school bands in Louisville, Kentucky; Cleveland,
Ohio; and Donaldsonville and Rosenwald, Louisiana; and
WHEREAS, "Mr. Brew", as Louis was affectionately called, was an avid
outdoorsman and horseman; he owned horses and built a solid reputation as the organizer
of trail rides, at which his horse-riding friends, men and women, would gather to share their
love of riding; and
WHEREAS, never straying far from his Mississippi roots, Louis Blakes was a
founding member of the Bayou Blasters Hunting Club, which was incorporated in his birth
state in 1978; the club's fortieth anniversary will be celebrated in 2018; and
WHEREAS, left to cherish his memory are his children, Louis Blakes, Jr., Shandela
Blakes, and Katrina Blakes, his extended family, the men who became his friends through
the Bayou Blasters Hunting Club, and the students with whom he shared his gift of music.

THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby express sincerest condolences to those who mourn the
death of Louis M. Blakes and does hereby offer best wishes for comfort and peace.
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to the family of Louis M. Blakes.
