LEGISLATION. Constitutional amendment to eliminate the origination clause which
requiries that all revenue raising measures originate in the La. House of Representatives. (2/3

1 A JOINT RESOLUTION
2 Proposing to repeal Article III, Section 16(B) of the Constitution of Louisiana, relative to
3 the revenue and appropriation; to eliminate the requirement that measures raising
4 money or appropriating money must originate in the House of Representatives; and
5 to specify an election for submission of the proposition to electors; and provide a
6 ballot proposition.
7 Section 1. Be it resolved by the Legislature of Louisiana, two-thirds of the members
8 elected to each house concurring, that there shall be submitted to the electors of the state, for
9 their approval or rejection in the manner provided by law, a proposal to repeal Article III,
10 Section 16(B) of the Constitution of Louisiana.
11 Section 2. Be it further resolved that this proposed amendment shall be submitted
12 to the electors of the state of Louisiana at the statewide election to be held on November 6,
13 2018.
14 Section 3. Be it further resolved that on the official ballot to be used at said election
15 there shall be printed a proposition, upon which the electors of the state shall be permitted
16 to vote YES or NO, to amend the Constitution of Louisiana, which proposition shall read as
17 follows:

Present constitution requires all bills for raising revenue or appropriating money will
originate in the House of Representatives, but the Senate may propose or concur in
amendments, as in other bills.
Proposed constitutional amendment removes this requirement.
Specifies submission of the proposed amendment to the voters at the statewide election to
be held on November 6, 2018.
