2018 Second Extraordinary Session ENROLLED SENATE RESOLUTION NO. 26 BY SENATORS MILKOVICH AND PEACOCK A RESOLUTION To commend David Perkins, recent Louisiana National Guard recruit, upon his good Samaritan effort to assist two stranded motorists that unfortunately resulted in a broken arm for the helpful young man. WHEREAS, on a January 2018 day, David Perkins, who was scheduled to report for Army National Guard training in February, stopped to assist two stranded motorists, clearly in need of aid; and WHEREAS, the woman's car on the side of the road had sustained a flat tire and she was at a loss as to how to change the tire herself; and WHEREAS, Mr. Perkins made the quick decision to stop and assist in changing the tire for the ladies in the crippled car; and WHEREAS, David Perkins reported that as he was placing the spare tire on the car, "The jack slipped, crushing my arm between the tire and the fender" of the car; and WHEREAS, David Perkins requested the occupants of the stranded car call 911 and request assistance, which they did and the Central Fire Department responded quickly with EMS accompanying them to the scene on Joor Road; and WHEREAS, using airbags to lift the fender off Mr. Perkins, the arm was freed and the good Samaritan was transported to the hospital with two broken bones in the center of his right arm; and WHEREAS, David Perkins' arm required surgery to repair the damage and two plates and twelve screws were placed in his arm to stabilize the breaks and a six- to eight-week recovery time was expected for his arm to heal; and WHEREAS, reflecting on the incident and despite the delay it caused in his timetable to report for Army National Guard training, David Perkins was able to speak to the woman he stopped to help, and he stated, "Throughout all this, there has been something good"; and Page 1 of 2 SR NO. 26 ENROLLED WHEREAS, David Perkins gave little thought to a decision to assist the stranded motorists and saw his willingness to help as nothing special, " . . . doing what I was supposed to do. I was the hands and feet of Christ to those ladies"; and WHEREAS, David Perkins' parents, former state representative Tony Perkins and his wife, Lawana, were very proud of their son, and determined that he was apparently "a chip off the old block"; and WHEREAS, in a day and time when much of the country is cynical about what is seen to be a generation of self-absorbed millennials, David Perkins stands in contrast to that characterization, putting self above others and, quite naturally to him, stopping to help two stranded motorists, seeing only their need and his own Christian responsibility to assist them. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby commend David Perkins, recent Louisiana National Guard recruit, upon his good Samaritan effort to assist two stranded motorists that unfortunately resulted in a broken arm for the helpful young man.
