SENATE CONCURRENT RESOL UTION NO. 5

EARLY CHILDHOOD ED. Establishes the Louisiana Early Childhood Learning Caucus.
1 A CONCURRENT RESOL UTION
2 To establish and recognize the Louisiana Early Childhood Learning Caucus of the
3 Legislature of Louisiana and to provide relative to the caucus.
4 WHEREAS, the Constitution of Louisiana states the "goal of the public educational
5 system is to provide learning environments and experiences, at all stages of human
6 development, that are humane, just, and designed to promote excellence in order that every
7 individual may be afforded an equal opportunity to develop to his full potential"; and
8 WHEREAS, reports and studies on brain development increasingly show links
9 between early childhood experiences and secondary and post-secondary education success;
10 and
11 WHEREAS, studies also show a strong return on investment in high-quality early
12 child care and education; and
13 WHEREAS, the Legislature of Louisiana recognizes that access to quality early child
14 care is instrumental in setting the foundation for Louisiana's citizens to achieve educational
15 success and become productive citizens of the state; and
16 WHEREAS, legislators who are supportive of early childhood learning desire
17 recognition as an official caucus of the Legislature of Louisiana to bestow additional
18 significance upon their actions and opinions on legislation and issues concerning early

1 learning; and
2 WHEREAS, the purpose of the caucus shall be to create a venue for legislators to
3 learn about and have dialogue on important early childhood learning issues in order to
4 cultivate a legislature dedicated to advancing promising, evidence-based public policy that
5 improves the lives of not only Louisiana's youngest children, but all citizens.
6 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
7 establish and recognize the Louisiana Early Childhood Learning Caucus of the Legislature
8 of Louisiana.
9 BE IT FURTHER RESOLVED that the Early Childhood Learning Caucus shall be
10 comprised of all members of the Legislature of Louisiana who have indicated support of
11 enhancing the early learning opportunities of Louisiana's children.
12 BE IT FURTHER RESOLVED that the initial chairman of the caucus shall be the
13 Honorable Wesley Bishop, who shall call the first meeting of the caucus and that additional
14 officers of the caucus shall be selected at that meeting.
15 BE IT FURTHER RESOLVED that the Early Childhood Learning Caucus shall not
16 be provided any funding, office space, equipment, or staff by the legislature or either house
17 or any agency thereof.
