SENATE RESOLUTION NO. 11
BY SENATORS ALLAIN AND WALSWORTH 
A RESOLUTION
To commend Luke Anthony Orlando of Berwick, Louisiana, for being selected to represent
Louisiana at the Hugh O'Brian Youth (HOBY) World Leadership Congress to be
held on July 21-28, 2018, at Loyola University, Chicago, Illinois.
WHEREAS, the Hugh O'Brian Youth (HOBY) Leadership program was established
in 1958 by the popular Hollywood movie actor Hugh O'Brian where he was inspired after
spending nine days in Africa with Dr. Albert Schweitzer; and 
WHEREAS, following the visit with Dr. Schweitzer, Hugh O'Brian returned to Los
Angeles and created an international organization designed to encourage young people to
take a leadership role in society and become catalysts for change; and 
WHEREAS, Luke Orlando, son of Stacy and Nick Orlando, attended the 2018
Louisiana Hugh O'Brian Youth (HOBY) Leadership Seminar; and
WHEREAS, the Louisiana Hugh O'Brian Youth (HOBY) Leadership program hosted
140 high school sophomores who represented their high schools throughout the state of
Louisiana; and 
WHEREAS, the Hugh O'Brian Youth (HOBY) World Leadership Congress is held
every year and brings together over 400 young leaders from the United States, Puerto Rico,
and 11 other countries for a weeklong, intensive educational leadership conference; and
WHEREAS, the purpose of the World Leadership Congress is to provide young
HOBY leaders with an opportunity to learn firsthand about other cultures and opinions, form
friendships, exchange ideas in an environment where they can feel comfortable in open
discussion with their peers, and learn to voice how they have shaped and formed their own
views about the role of leadership in society; and

WHEREAS, Hugh O'Brian believed the most important thing in education is to teach
young people to think for themselves, and the more than 475,000 HOBY alumni demonstrate
how this belief has influenced and inspired young people to become more involved in their
communities.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby commend and congratulate Luke Anthony Orlando, who attends Berwick High
School, upon his selection as a representative of Louisiana at the 2018 Hugh O'Brian Youth
(HOBY) World Leadership Congress in Chicago, Illinois, and does hereby recognize the
pride and honor that this wonderful young man brings to his family, friends, school,
community, and state. 
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Luke
Orlando and Paul Broussard, principal of Berwick High School.
