SENATE RESOLUTION NO. 23
BY SENATOR LAFLEUR 
A RESOLUTION
To commend Lillyanne Brignac on being selected as a candidate to represent Louisiana at
the Hugh O'Brian Youth World Leadership Congress slated for July 21-28, 2018, at
Loyola University in Chicago, Illinois.
WHEREAS, the Hugh O'Brian Youth (HOBY) Leadership program was established
in 1958 by the popular Hollywood film actor, Hugh O'Brian, after he spent nine inspirational
days in Africa with Nobel Peace Prize Laureate and humanitarian, Dr. Albert Schweitzer;
and
WHEREAS, following his visit with Dr. Schweitzer, Hugh O'Brian returned to Los
Angeles, California, and established an international organization designed to encourage
young people to take a leadership role in society and to become catalysts for change; and
WHEREAS, the mission of HOBY is to inspire and develop the global community
of youth and volunteers to a life dedicated to leadership, service, and innovation and
scholarships are awarded to American and international students; and
WHEREAS, Lillyanne Brignac, daughter of Aimee Ortego and Rusty Brignac,
attended the 2018 Louisiana Hugh O'Brian Youth Leadership Seminar; and
WHEREAS, the Louisiana HOBY Leadership program hosted one hundred forty
high school sophomores, one of whom was Lillyanne Brignac, who represented their
respective high schools throughout the state of Louisiana; and
WHEREAS, the Hugh O'Brian Youth World Leadership Congress is held every year
and brings together over four hundred young leaders from the United States, Puerto Rico,
and an additional eleven countries for a weeklong intensive, educational leadership
conference; and
WHEREAS, the purpose of the World Leadership Congress is to provide young
HOBY leaders with an opportunity to learn firsthand about other cultures and opinions, form
friendships, exchange ideas in an environment where they can feel comfortable in open
discussion with their peers, and learn to voice how they have shaped and formed their own
views about the role of leadership in society; and

WHEREAS, Hugh O'Brian believed the most important thing in education is to teach
young people to think for themselves, and the more than four hundred seventy-five thousand
HOBY alumni demonstrate how this belief has influenced and inspired young people to
become more involved in their communities, and Lillyanne Brignac will have the chance to
participate in the world conference and learn these lessons for herself; and
WHEREAS, being selected as a candidate to represent Louisiana at the HOBY World
Leadership Congress is a matter of great pride and honor which Lillyanne Brignac has
brought to her family, friends, school, community, and state.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby commend Lillyanne Brignac on her selection as a candidate to represent
Louisiana at the 2018 Hugh O'Brian Youth World Leadership Congress in Chicago, Illinois.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Ms. Lillyanne Brignac and Ms. Dawn Shipp, principal of Sacred Heart High School in Ville
Platte, Louisiana.
