2018 Third Extraordinary Session ENROLLED SENATE RESOLUTION NO. 28 BY SENATOR BARROW A RESOLUTION To urge and request the Senate Committee on Judiciary C to study and evaluate the infrastructure, equipment, and services of the state's correctional facilities. WHEREAS, the state, through the Department of Public Safety and Corrections, is responsible for the custody of, evaluation of, and the provision of mandated services to convicted criminal offenders and for the operation and maintenance of all penal and correctional facilities in the state; and WHEREAS, in testimony before a legislative committee, representatives of the Department of Public Safety and Corrections, corrections services, stated that the state's large correctional facilities, the last of which was constructed in 1987, are in need of major repair and renovation, the last of which occurred in 2008; and WHEREAS, it was stated that there are essential infrastructure needs as some razor ribbon fences at the facilities are oxidizing, sewer oxidation ponds are in need of work, and kitchen equipment is outdated; and WHEREAS, it was also stated that some state vehicles maintained at the facilities have over 200,000 miles of travel on them; and WHEREAS, it is appropriate that a study, review, and evaluation be conducted of the state's correctional facilities. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby urge and request the Senate Committee on Judiciary C to study and evaluate the infrastructure, equipment, and services of the state's correctional facilities. BE IT FURTHER RESOLVED that the committee shall make a written report of its findings to the Senate on or before February 1, 2019, together with any specific proposals for legislation.
