HOUSE BILL NO. 106

PARISHES:  Provides relative to the term of office of the Acadia Parish treasurer
1	AN ACT
2To enact R.S. 33:1651(C), relative to Acadia Parish; to provide relative to the term of office
3 of the parish treasurer; and to provide for related matters.
4	Notice of intention to introduce this Act has been published
5	as provided by Article III, Section 13 of the Constitution of
6	Louisiana.
7Be it enacted by the Legislature of Louisiana:
8 Section 1.  R.S. 33:1651(C) is hereby enacted to read as follows:
9 ยง1651.  Election and term; location of office; removal for cause; exceptions

11	C.  Notwithstanding the provisions of Subsection A of this Section, the
12 governing authority of Acadia Parish shall elect a parish treasurer for a term of four
13 years.  The treasurer's term shall be concurrent with the term of the members of the
14 parish governing authority.  If a vacancy occurs other than by an expiration of the
15 term, it shall be filled by appointment by the parish governing authority for the
16 unexpired term.
17 Section 2.  This Act shall become effective on January 6, 2020.

Abstract:  Provides that the Acadia Parish treasurer is elected for a four-year term of office.
Present law generally requires each police jury to elect a parish treasurer for a term of two
years.  Requires that the office be located at a site designated by the local governing
authority and further requires the parish treasurer to also maintain an office at the parish seat. 
Provides that the parish treasurer may be removed from office for lawful cause by vote of
the majority of the elected members of the parish governing authority.
Proposed law retains present law but provides an exception for Acadia Parish.  Requires the
parish governing authority to elect the parish treasurer for a term of four years rather than
two years.  Provides that the treasurer's term is concurrent with the term of the parish
governing authority members.  Requires the parish governing authority to make an
appointment if a vacancy occurs prior to the expiration of a term.
Effective January 6, 2020.

Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on Municipal, Parochial
and Cultural Affairs to the original bill:
1. Require the parish treasurer to serve a term that is concurrent with the term of the
parish governing authority members.
2. Require the parish governing authority to make an appointment if a vacancy
occurs prior to the expiration of a term.
3. Change the effective date.
