1	AN ACT
2 To amend and reenact R.S. 29:62(A)(introductory paragraph), (2)(introductory paragraph),
3 (f), and (3), 63, 65(A)(introductory paragraph), and 67, relative to the Louisiana
4 Military Advisory Council; to provide for a quorum; to amend with respect to the
5 number of council members; to provide discretion in the council's duties and power;
6 to remove the establishment and requirements of a certain working group; to provide
7 technical corrections; and to provide for related matters.
8 Be it enacted by the Legislature of Louisiana:
9 Section 1. R.S. 29:62(A)(introductory paragraph), (2)(introductory paragraph), (f),
10 and (3), 63, 65(A)(introductory paragraph), and 67 are hereby amended and reenacted to
11 read as follows: 
12 §62.  Membership; officers, officers and terms of office
13	A.  The council shall be composed of twenty-five nineteen members.

15	(2)  The governor shall appoint nineteen thirteen members in accordance with
16 the following provisions:

1	(f)  Five Three members shall be appointed from retired flag, general, or O-6
2 officers, or a command sergeant major representing each of the armed services,
3 national guard, and the reserves.
4	(3)  Nine Five members shall be appointed at-large at large and shall be
5 representative of national defense and homeland security businesses with operations
6 in Louisiana, elected officials of an installation community, or president of a regional
7 economic development organization.

9 §63.  Meetings; quorum
10	A.  The council shall meet biannually and at any other time that the chair may
11 deem necessary to call a meeting of the council.
12	B.  A quorum for the transaction of any business shall consist of eight
13 members present and voting.

15 §65.  Duties and powers
16	A.  The duties and objectives of the members of the council shall may include
17 but are not limited to the following:

19 §67.  Working groups
20	A.  The council shall establish the following working groups:
21	(1)  Military Sustainment Working Group.
22	(a)  The Military Sustainment Working Group shall interface directly with
23 military installation and command leadership on matters related to mission
24 sustainment, quality of life, installation operations, and community and state
25 relations.
26	(b)  The Military Sustainment Working Group shall meet regularly, no less
27 than eight times annually, and at the call of the chair.
28	(c)  The Military Sustainment Working Group shall receive, collate,
29 prioritize, and present to the council no less than twice annually the key initiatives
30 derived from Subparagraph (a) of this Paragraph.

1	(d)  The Military Sustainment Working Group will report no less than twice
2 annually to the council on recommendations to optimize conditions in Subparagraph
3 (a) of this Paragraph and a strategic plan to achieve optimal conditions.
4	B.  The council may create working groups composed of council members,
5 stakeholders, and non-council members, which meet in accordance with the open
6 meetings laws, as provided for in R.S. 42:12, R.S. 42:11 et seq.
