HOUSE BILL NO. 568

MTR VEHICLE/LICEN PLATES:  Establishes requirements for temporary registration
license plates
1	AN ACT
2To enact R.S. 32:53.1, relative to temporary license plates; to authorize the issuance of
3 secure print-on-demand temporary license plates; to provide for definitions; to
4 provide for temporary license plate requirements and prohibitions; to require the
5 promulgation of rules and regulations necessary for implementation; and to provide
6 for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1. R.S. 32:53.1 is hereby enacted to read as follows:
9 ยง53.1.  Temporary license plates
10	A.  The Department of Public Safety and Corrections, public safety services,
11 shall implement a secure print-on-demand electronic temporary license plate, record
12 retention, and issuance system for use by every department-authorized issuer of
13 temporary license plates.  For purposes of this Section, "secure print-on-demand"
14 means a printing technology that allows validation of state registration data using
15 methods that connect the department data system to a license plate printer and allows
16 for the required plate to be printed immediately.
17	B.  The temporary license plate shall be made of a permeable material that
18 maintains its structural integrity, including graphic and data adhesion, if tampered
19 with and in all weather conditions after being placed on a vehicle.

1	C.  The temporary license plate assigned to a trailer, semitrailer, motorcycle,
2 or other motor vehicle shall be attached to the rear thereof.  Notwithstanding any
3 provisions of this Section, the temporary license plate assigned to any truck having
4 a gross vehicle weight in excess of ten thousand pounds or to any dump truck may
5 be attached to either the front or rear thereof.  For purposes of this Section, "dump
6 truck" means any truck with a bed that raises to dump a load.  The temporary license
7 plate shall be so displayed during the current registration year, except as otherwise
8 provided in this Section.
9	D.  Every temporary license plate shall at all times be securely fastened to the
10 vehicle to which it is assigned, so as to prevent the plate from swinging, and at a
11 height not less than twelve inches from the ground, measuring from the bottom of
12 such plate.  The temporary license plate shall be affixed in a place and position to be
13 clearly visible, and shall be maintained free from foreign materials.
14	E.  Unless authorized by the commissioner, a person shall not apply a
15 covering or any substance to the license plate or use an electronic device or
16 electrochromatic film that obscures from any angle any numbers, characters, or name
17 of the jurisdiction issuing the plate.
18	F.  The provisions of this Section shall not be construed to prohibit placing
19 a temporary license plate on a rear fender as long as it is facing to the rear of the
20 vehicle.
21	G.  The Department of Public Safety and Corrections, public safety services,
22 shall promulgate rules and regulations as are necessary to implement the provisions
23 of this Section.

Abstract:  Requires all temporary license plates be printed on-demand and affixed to the
rear exterior of the motor vehicle.
Proposed law requires the Dept. of Public Safety and Corrections implement a secure print-
on-demand temporary license plate, record retention, and issuance system.
Proposed law defines the term "secure print-on-demand" as a printing technology that allows
validation of state registration data using methods that connect the department data system
to a license plate printer and allows for the required plate to be printed immediately.
Proposed law requires the temporary license plate be made of a permeable material that
maintains its structural integrity and visibility and can sustain potential tampering and all
weather conditions.
Proposed law requires the temporary license plate be securely fastened to the rear of the
trailer, semitrailer, motorcycle, or other motor vehicle, in a manner that prevents swinging
of the plate, and at a height measuring not less than 12 inches from the ground and
authorizes the placement of a temporary license plate on a rear fender as long as it is facing
to the rear of the vehicle.
Proposed law authorizes the temporary license plate assigned to any truck having a gross
vehicle weight in excess of 10,000 pounds or to any dump truck be attached to either the
front or rear thereof and requires the temporary license plate be displayed during the current
registration year unless otherwise provided by proposed law.
Proposed law defines the term "dump truck" as any truck with a bed that raises to dump a
load.
Proposed law requires the temporary license plate be affixed in a position that is clearly
visible and free from foreign materials and prohibits the application of any substance or use
of an electronic device or electrochromatic film that obscures any information on the plate.
Proposed law requires the Dept. of Public Safety and Corrections to promulgate rules and
regulations necessary to implement the provisions of proposed law.
