ENROLLED 2018 Regular Session HOUSE CONCURRENT RESOL UTION NO. 104 BY REPRESENTATIVE STEVE CARTER A CONCURRENT RESOL UTION To urge and request the Department of Transportation and Development to make improvements to the appearance of state entry points on interstate highways. WHEREAS, Louisiana is a state comprised of the natural beauty of its waterways and architecture of its cities and when people enter the state its beauty should be reflected at its entry points; and WHEREAS, the first impression of a state is its entry points of interest and the entry points to Louisiana are the gateways for visitors and traveling Louisianians alike to revel in all that Louisiana has to offer; and WHEREAS, as visitors enter, traverse, and exit the state, they should be presented with a positive image of what's to come and a longing desire to visit again; and WHEREAS, the dumping of waste not only degrades Louisiana's unparalleled natural beauty, but also negatively effects the state's environmental protection and economic development efforts; and WHEREAS, Louisiana is a frequent travel destination, as evidenced by the billions of dollars generated annually, for visitors domestically and abroad and the state's entry points should be aesthetically pleasing; and WHEREAS, littering has become a pervasive problem that negatively impacts the environment, tourism, economic viability, and overall quality of life of citizens and visitors throughout the state; and WHEREAS, cities that are clean have made substantial investments in beautification and infrastructure that make disposal of litter effortless and landscape maintenance a priority; and Page 1 of 2 HCR NO. 104 ENROLLED WHEREAS, the state's appearance has an impact on potential tourism revenue and the state could maximize the benefits of its tourism industry if the state's unique resources are presented in an attractive manner, which includes having clean and visually appealing state entry points; and WHEREAS, there is a noticeable change in landscape upkeep once motorists cross the Louisiana state line, and enhancing the appearance of state entry points is a feasible method to begin creating a more inviting Louisiana. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the Department of Transportation and Development to make improvements to all state entry points on interstate highways across the state by way of litter clean up and landscape maintenance in an effort to preserve Louisiana's historical beauty. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the secretary of the Department of Transportation and Development.
