HOUSE CONCURRENT RESOL UTION NO. 111

MEDICAID:  Requests the La. Department of Health to require all Medicaid managed care
plans to participate in the quality incentive program
1	A CONCURRENT RESOL UTION
2To urge and request the Louisiana Department of Health to require all Medicaid managed
3 care plans to participate in the quality incentive program.
4 WHEREAS, the total funding appropriated for the Louisiana Medicaid program for
5State Fiscal Year 2017-2018 was over twelve billion dollars; and
6 WHEREAS, within this amount, the total funding appropriated for private providers
7was over ten billion dollars; and
8 WHEREAS, the Louisiana Department of Health, referred to hereafter as the
9"department", allocated nearly eight billion dollars of its 2017-2018 private provider funding
10to Medicaid managed care plans; and
11 WHEREAS, the department has indicated a need for an appropriation of at least
12twelve billion dollars to operate the Medicaid program in  State Fiscal Year 2018-2019; and
13 WHEREAS, during the course of this 2018 Regular Session, department officials
14have testified that up to four hundred million dollars may be added to the managed care
15budget for a quality incentive program; and
16 WHEREAS, the department has provided few details on the quality incentive
17program and department officials have given little indication that input on the proposed
18program would be sought from hospitals or the public; and
19 WHEREAS, department officials have testified that the quality incentive program
20would be developed, implemented, and administered by the Medicaid managed care plans

1through general instructions by the department to be contained in amendments to the state's
2contracts with the managed care plans; and
3 WHEREAS, the legislature intends that improving the quality of health care for
4Medicaid recipients should be an urgent priority of the Louisiana Medicaid program, and
5that Medicaid quality incentive program criteria should apply to all Medicaid managed care
6plans and incentive payments to all hospitals that meet the requisite performance criteria.
7 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
8urge and request the Louisiana Department of Health to require all Medicaid managed care
9plans to participate in the quality incentive program.
10 BE IT FURTHER RESOLVED that the legislature hereby urges and requests that
11all hospitals have the opportunity to contract with Medicaid managed care plans to meet
12quality improvement standards applied uniformly to receive quality incentive payments.
13 BE IT FURTHER RESOLVED that the legislature hereby urges and requests the
14Louisiana Department of Health to require the managed care plans to report to the
15department their quality incentive criteria, how those criteria will improve the quality of care
16for Medicaid recipients, how costs will be reduced, what efforts were made to allow all
17hospitals to participate, which hospitals the managed care plans have enrolled or plan to
18enroll in their quality incentive programs, and the amount of incentive payments expected
19to be made to each hospital.
20 BE IT FURTHER RESOLVED that the legislature hereby urges and requests the
21Louisiana Department of Health to provide to the Joint Legislative Committee on the
22Budget, on or before December 1, 2018, a copy of the managed care plans' reports to the
23department called for in this Resolution.
24 BE IT FURTHER RESOLVED that the legislature hereby urges and requests the
25Louisiana Department of Health to require the managed care plans to provide testimony
26explaining their quality incentive programs at the Joint Legislative Committee on the Budget
27prior to the implementation of any quality incentive program.
28 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
29governor and to the secretary of the Louisiana Department of Health.

Urges and requests the La. Department of Health (LDH) to require all Medicaid managed
care plans to participate in the quality incentive program.
Requests further that LDH do all of the following in connection with the Quality Incentive
Program:
(1)Require the Medicaid managed care plans to report to LDH their quality incentive
criteria, how those criteria will improve the quality of care for Medicaid recipients,
how costs will be reduced, what efforts were made to allow all hospitals to
participate, which hospitals managed care plans have enrolled or plan to enroll in
their quality incentive programs, and the amount of incentive payments expected to
be made to each hospital.
(2)Provide to the Joint Legislative Committee on the Budget, on or before Dec. 1, 2018,
a copy of the managed care plans' reports to LDH.
(3)Require managed care plans to provide testimony explaining their quality incentive
programs at the Joint Legislative Committee on the Budget prior to the
implementation of any quality incentive program.
