HOUSE CONCURRENT RESOL UTION NO. 82
BY REPRESENTATIVE BAGLEY
TEACHERS:  Creates a task force to study issues relative to the employment of retired
teachers to meet teacher shortages in public schools
1	A CONCURRENT RESOL UTION
2To create the Task Force on Hiring Retired Teachers to meet Teacher Shortages to research
3 the need for state and local policy changes regarding the rehiring of retired teachers.
4 WHEREAS, R.S. 11:710 authorizes and provides relative to the reemployment of
5retired public school teachers by public schools; the provision requires a reduction of the
6teacher's retirement benefit in most cases where a retiree is rehired, but if a critical shortage
7of qualified teachers has been established, this requirement for benefit reduction does not
8apply; and
9 WHEREAS, some concerns have been expressed that local school boards do not have
10or are not exercising sufficient control or discretion in decisions regarding the rehiring of
11retired teachers; and
12 WHEREAS, the quality and the cost of classroom instruction in public schools is a
13critical policy concern for the state, and the legislature desires additional information on
14potential problems and solutions with respect to the impact of rehiring retired teachers.
15 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana hereby creates
16the Task Force on Hiring Retired Teachers to meet Teacher Shortages to research the need
17for state and local policy changes regarding the rehiring of retired teachers.
18 BE IT FURTHER RESOLVED that the task force shall be composed of the
19following members:
20 (1)  The chairman of the House Committee on Education or his designee and the
21chairman of the House Committee on Retirement or his designee.

1 (2)  The chairman of the Senate Committee on Education or his designee and the
2chairman of the Senate Committee on Retirement or his designee.
3 (3)  The superintendent of the Caddo Parish School District or his designee.
4 (4)  The superintendent of the Caldwell Parish School District or his designee.
5 (5)  The superintendent of the Cameron Parish School District or his designee.
6 (6)  The superintendent of the East Baton Rouge Parish School District or his
7designee.
8 (7)  The superintendent of the Terrebonne Parish School District or his designee.
9 (8)  The superintendent of the Recovery School District or his designee.
10 (9)  A representative of the Associated Professional Educators of Louisiana
11designated by the governing authority of the association.
12 (10)  A representative of the Louisiana Association of Colleges of Teacher Education
13designated by the governing authority of the association.
14 (11)  A representative of the Louisiana Association of Educators designated by the
15governing authority of the association.
16 (12)  A representative of the Louisiana Association of Principals designated by the
17governing authority of the association.
18 (13)  A representative of the Louisiana Association of Public Charter Schools
19designated by the governing authority of the association.
20 (14)  A representative of the Louisiana Association of School Counselors designated
21by the governing authority of the association.
22 (15)  A representative of the Louisiana Association of School Superintendents
23designated by the governing authority of the association.
24 (16)  A representative of the Louisiana Department of Education designated by the
25state superintendent of education.
26 (17)  A representative of the Louisiana Educator Preparation Research Consortium
27designated by the governing authority of the consortium.
28 (18)  A representative of the Louisiana Federation of Teachers designated by the
29governing authority of the federation.

1 (19)  A representative of the Louisiana State Association of School Personnel
2Administrators designated by the governing authority of the association.
3 (20)  The state Department of Education 2018 Teacher of the Year.
4 BE IT FURTHER RESOLVED that the state superintendent of education shall be
5responsible for designating state Department of Education staff to assist the task force in
6performing its duties and, by August 1, 2018, convening the task force for its first meeting,
7at which the task force shall adopt rules of procedure, a work schedule, and any additional
8measures that it deems necessary for the timely performance of its duties, including selection
9of officers.
10 BE IT FURTHER RESOLVED that the task force shall submit a written report of
11findings and recommendations to the House Committee on Education, the Senate Committee
12on Education, the House Committee on Retirement, and the Senate Committee on
13Retirement by December 31, 2018.
14 BE IT FURTHER RESOLVED that copies of this Resolution be transmitted to the
15entities named in this Resolution to serve or be represented on the task force.
