HOUSE RESOLUTION NO. 223

A RESOLUTION
To urge and request the board of commissioners of the Orleans Levee District to develop
and implement procedures relative to the Lakeshore Drive area of the New Orleans
lakefront.
WHEREAS, the Lakeshore Drive area of the New Orleans lakefront is a very
beautiful area that attracts a vast array of daily visitors; and
WHEREAS, levee district police need to be more visible by conducting foot patrol
on busy days and issuing citations for violations of any nuisance or litter ordinances; and
WHEREAS, if levee district police are unable to provide the necessary manpower,
the board of commissioners should enlist park rangers for the enforcement of the code of
ordinances of the City of New Orleans and the home rule charter of the City of New Orleans;
and
WHEREAS, signage is needed in high traffic areas along the Lakeshore Drive area
of the New Orleans lakefront informing visitors that glass and bottles are prohibited,
disclosing the amount of litter fines for littering in general and discharging litter in Lake
Pontchartrain, informing visitors that permits are required for special events, and providing
a contact number for the levee board police; and
WHEREAS, it is in the best interest of the Lakeshore Drive area of the New Orleans
lakefront for the board of commissioners of the Orleans Levee District to design and
implement a premium special events structure; and
WHEREAS, the board of commissioners should require a special event permit and
liability insurance for special events or events using temporary structures or portable outdoor

fixtures such as a spacewalk, pool, portable toilet, tents exceeding one hundred square feet,
live entertainment, including a disc jockey, or any event with twenty or more people; and
WHEREAS, for the purposes of this resolution, a special event means a fair, picnic,
or other social event sponsored by a person, corporation or organization when such functions
do not continue for a period in excess of three days; and
WHEREAS, nonprofits, schools, universities, and colleges should be exempt from
permit fees but not exempt from the special event permitting processes; and
WHEREAS, the Lakeshore Drive area of the New Orleans lakefront is a unique and
vibrant area that will benefit from the enactment of policies to improve and sustain the
treasure that the Lakeshore Drive area is to the New Orleans lakefront.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby urge and request the board of commissioners of the
Orleans Levee District to develop and implement policies and procedures to enhance the
safety and beautification of the Lakeshore Drive area of the New Orleans lakefront.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
board of commissioners of the Orleans Levee District.
