HOUSE RESOLUTION NO. 247
BY REPRESENTATIVE LEOPOLD
A RESOLUTION
To commend Earl O. Armstrong for his many contributions to Plaquemines Parish.
WHEREAS, Earl Armstrong has lived and worked along the Mississippi River in
Plaquemines Parish for more than seventy years; and
WHEREAS, he has been a tireless advocate for the importance of sediment
diversions to rebuild coastal Louisiana and was instrumental in preventing the closure of the
West Bay diversion; and
WHEREAS, as a member of the Plaquemines Parish Coastal Zone Advisory
Committee, his knowledge of the Mississippi River and coastal Louisiana proved invaluable;
Mr. Armstrong's lifelong understanding of the Mississippi River Delta is vital to
Plaquemines Parish and the health of Louisiana's coastal wetlands; and
WHEREAS, Mr. Armstrong was a recipient of the 2016 Coastal Stewardship Award, 
which is presented by the Coalition to Restore Coastal Louisiana to honor individuals and
organizations that demonstrate outstanding commitment to the coast and that have made
significant contributions to the restoration and conservation of Louisiana's coastal wetlands;
and
WHEREAS, Earl Armstrong was named King of the 2015 Plaquemines Parish Fair
and Orange Festival; he served the people of Plaquemines Parish as a justice of the peace for
more than thirty years and as a commissioner of the Plaquemines Soil and Water
Conservation District for more than twenty-five years; and
WHEREAS, the citizens of Plaquemines Parish are grateful to Mr. Armstrong for his
steadfast commitment to serving his community; he is one of this state's finest sons, and he
brings great pride and honor to his family, friends, and community.

THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby commend Earl O. Armstrong for his many
contributions to Plaquemines Parish; does hereby recognize the extraordinary impact he has
had on the restoration, protection, and preservation of the coast in Plaquemines Parish, and
does hereby extend to him every good wish for continued success, prosperity, and happiness
in the future. 
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to Earl O. Armstrong.
