Proposed law provides that any contract to provide telephone services to inmates incarcerated at state
or local correctional facilities:
(1)Must be negotiated and awarded in a manner so as to provide for the lowest reasonable costs
to both the person placing the call and the recipient of the call.
(2)Must be negotiated and awarded in a manner so as to pay for any expenses of the Dept. of
Public Safety and Corrections or other governing authority for establishing and administering
any telephone contract.
Proposed law provides that all negotiations for procurement of inmate telephone services are to be
in accordance with and subject to the requirements for telecommunications procurement under
present law (La. Procurement Code).
Proposed law provides that any contract to provide inmate telephone services is subject to the bid
requirements of present law and must be awarded to the lowest bidder.
Proposed law provides that any contract for inmate telephone services negotiated and awarded
pursuant to proposed law cannot include any provision for profit by or commissions to the state or
any governmental entity.
Effective August 1, 2018.
