SENATE BILL NO. 520

1	AN ACT
2 To authorize and provide for the transfer of certain state properties; to authorize the transfer
3 of certain state properties in Tangipahoa Parish and St. Martin Parish; to provide for
4 the property descriptions; to provide terms and conditions; and to provide for related
5 matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1. The secretary of the Department of Transportation and Development,
8 notwithstanding any other provision of law to the contrary, is hereby authorized and
9 empowered to convey, transfer, assign, lease, or deliver any interest, the state may have
10 to all or any portion of the following described parcel of property to Virgil Allen:
11	Lots 1 and 2, Block B, Jones Island Realty Co. Subdivision in Section 4,
12 Township 9 South, Range 8 East, G.L.D., Parish of Tangipahoa, Louisiana.
13 Section 2.  The secretary of the Department of Transportation and Development
14 is hereby authorized to enter into such agreements, covenants, conditions, and
15 stipulations and to execute such documents as necessary to properly effectuate any
16 conveyance, transfer, assignment, lease, or delivery of title to the property described
17 in Section 1, and as more specifically described in any such agreements entered into
18 and documents executed by and between the secretary of the Department of
19 Transportation and Development and Virgil Allen.
20 Section 3.  The commissioner of the division of administration, notwithstanding
21 any other provision of law to the contrary, is hereby authorized and empowered to
22 convey, transfer, assign, lease, or deliver any interest, excluding mineral rights, the
23 state may have to all or any portion of the following described parcels of state property
24 in St. Martin Parish to Ciriaque Degeyter:

1	A certain parcel of ground, being a 1.61 acre Lot of Land, located in
2	Section 11, Township 9 South, Range 7 East, Southwestern Land
3	District, St. Martin Parish, Louisiana and being more particularly
4	described as follows:  Commencing at the Southeast corner of Section 11,
5	Township 9 South, Range 7 East; thence North 00 minutes 09 minutes
6	52 seconds East a distance of 1,508.17'; thence North 54 degrees 54
7	minutes 57 seconds West a distance of 1907.29 to the Point of Beginning
8	and being the Southeast Corner of a 1.61 Acre Lot; thence along the
9	North Right of Way of Louisiana Highway 3177 the following course and
10	distance, North 54 degrees 37 minutes 57 seconds West a distance of
11	183.32'; thence leaving said Highway Right of Way and going North 35
12	degrees 22 minutes 28 seconds East a distance of 391.28' to the Lake
13	Meander Line of Butte La Rose Bay: thence along said Lake Meander
14	Line the following courses and distances: South 02 degrees 43 minutes
15	29 seconds East a distance of 48.51'; thence South 15 degrees 28 minutes
16	10 seconds East a distance of 66.00'; thence South 40 degrees 29 minutes
17	33 seconds East a distance of 189.20'; thence leaving said Lake Meander
18	Line and going South 52 degree s25 minutes 23 seconds West a distance
19	of 277.37' to the point of beginning.
20	This description is based on the property boundary survey and plat
21	made by C. L. Jack Stelly, Professional Land Surveyor, dated March 25,
22	1997.
23	Property Description of a 0.58 Acre Tract of Land (State of Louisiana
24	owning a one-third interest):
25	A certain parcel of ground, being a 0.58 acre Lot of Land, Located in
26	Section 11, Township 9 South, Range 7 East, Southwestern Land
27	District, St. Martin Parish, Louisiana and being more particularly
28	described as follows: Commencing at the Southeast Corner of Section 11,
29	Township 9 South, Range 7 East; thence North 00 degrees 09 minutes 52
30	seconds East a distance of 1508.17'; thence North 54 degrees 54 minutes

7	La Rose Bay; thence along the said shoreline of Butte La Rose Bay the
8	following courses and distances: South 54 degrees 25 minutes 00 seconds
9	East a distance of 161.20'; thence South 57 degrees 51 minutes 53
10	seconds East a distance of 144.66'; thence leaving said shoreline and
11	going South 52 degrees 23 minutes 36 seconds West a distance of 40.76';
12	thence South 52 degrees 28 minutes 11 seconds a distance of 99.04' to the
13	Point of Beginning.

22 the division of administration and Ciriaque Degeyter in exchange of consideration
23 proportionate to the appraised value of the property.
24 Section 5.  The commissioner of the division of administration, notwithstanding
25 any other provision of law to the contrary, is hereby authorized and empowered to
26 convey, transfer, assign, lease, or deliver any interest, excluding mineral rights, the
27 state may have to all or any portion of the following described parcel of state property
28 in St. Martin Parish to Brian Keith Arsement:
29	That certain tract or parcel of state owned land identified as Campsite
30	Lot 2, Butte LaRose Area, located in the dried lake bed of an unnamed

1	lake in front of Section 11, and a portion of Lot 6, Section 11, Township
2	9 South, Range 7 East, Louisiana Meridian and more fully shown on the
3	plat dated March 25, 1997 by C. L. Jack Stelly.
4 Section 6. The commissioner of the division of administration is hereby
5 authorized to enter into such agreements, covenants, conditions, and stipulations and
6 to execute such documents as necessary to properly effectuate any conveyance,
7 transfer, assignment, lease or delivery of title, excluding mineral rights, to the property
8 described in Section 5 of this Act, and as more specifically described in any such
9 agreements entered into and documents executed by and between the commissioner of
10 the division of administration and Brian Keith Arsement in exchange of consideration
11 proportionate to the appraised value of the property.
12 Section 7.  This Act shall become effective upon signature by the governor or, if not
13 signed by the governor, upon expiration of the time for bills to become law without signature
14 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
15 vetoed by the governor and subsequently approved by the legislature, this Act shall become
16 effective on the day following such approval.
