SLS 18RS-1838 ORIGINAL 2018 Regular Session SENATE BILL NO. 527 BY SENATOR LAFLEUR HORSE RACING. Provides relative to quarter horse racing. (8/1/18) 1 AN ACT 2 To amend and reenact R.S. 4:214.1(B), relative to horse racing; to provide relative to quarter 3 horse racing; to provide relative to thoroughbred horse racing; to remove 4 requirement of quarter horse racing at certain tracks; to provide for distribution of 5 slot proceeds; to provide for exceptions; to provide for applicability; and to provide 6 for related matters. 7 Be it enacted by the Legislature of Louisiana: 8 Section 1. R.S. 4:214.1(B) is hereby amended and reenacted to read as follows: 9 ยง214.1. Minimum live racing dates; offtrack and other authorized wagering 10 * * * 11 B.(1) Notwithstanding any provision of law to the contrary, at any facility 12 where the purse revenue derived from slot machines is limited by law to a certain 13 expressly stated number of slot machines, such facility shall maintain a minimum of 14 eighty thoroughbred horse racing days conducted during twenty consecutive weeks 15 and not less than ten days of quarter horse racing conducted during three consecutive 16 weeks. The racing days provided for in this Subsection shall be conducted within a 17 fifty-two week period. SB NO. 527 SLS 18RS-1838 ORIGINAL 1 unless the association is prevented from live racing as a result of a natural disaster, 2 an act of God, force majeure, a catastrophe, or such other occurrence over which the 3 association has no control. When a pari-mutuel wagering facility and a related 4 offtrack betting facility are sold, the purchaser shall conduct the minimum number 5 of live racing days, including the minimum quarter horse racing days, required by 6 this Section as a condition of operating the offtrack betting facility. 7 (2) Notwithstanding Paragraph (1) of this Subsection or any other 8 provision of law to the contrary, at any facility where the purse revenue derived 9 from slot machines is limited by law to a certain expressly stated number of slot 10 machines, any and all proceeds derived from slot machines permitted pursuant 11 to Chapter 7 of Title 27 of the Louisiana Revised Statutes of 1950 and used to 12 supplement quarter horse purses shall be collected and allocated as provided 13 by law. DIGEST SB 527 Original 2018 Regular Session LaFleur Present law creates the Louisiana State Racing Commission and provides the duties of the commission. Present law, regarding pari-mutuel live racing facilities, provides that in order to conduct offtrack or other authorized wagering, an association must meet the following minimum live racing requirements: (1)Not less than 130 racing days per year. (2)Not less than 84 days conducted during 21 consecutive weeks of thoroughbred horse racing. (3)Not less than 46 days conducted during 12 consecutive weeks of quarter horse racing. Proposed law retains present law. Present law provides that at any facility where the purse revenue from slot machines is limited to a certain number of slot machines, that facility must meet the following minimum live racing requirements: (1)80 thoroughbred racing days per year conducted during 20 consecutive weeks. SB NO. 527 SLS 18RS-1838 ORIGINAL consecutive weeks. Present law provides that an eligible facility in Orleans Parish shall be authorized to have a maximum of 700 slot machines. Proposed law removes the requirement of not less than 10 quarter horse racing days. Proposed law provides that notwithstanding proposed law, slot machine proceeds shall be collected and allocated to supplement quarter horse purses as provided by present law.
