SENATE CONCURRENT RESOL UTION NO. 12

TRAFFIC.  Requests study of options to reduce traffic congestion in the Baton Rouge area.
1	A CONCURRENT RESOL UTION
2 To urge and request the Department of Transportation and Development, the Louisiana
3 Workforce Commission, and the Board of Supervisors of the Louisiana State
4 University and Agricultural and Mechanical College, to study jointly and make
5 recommendations with respect to identification and implementation of creative and
6 alternative options to mitigate or reduce traffic congestion in the Baton Rouge area.
7 WHEREAS, the Texas Transportation Institute's Mobility Report places Baton
8 Rouge third on the list of medium sized cities with horrible traffic; and
9 WHEREAS, traffic congestion costs motorists traveling in the Baton Rouge area not
10 only time but increased annual costs that average more than twelve hundred dollars per year;
11 and
12 WHEREAS, corridor improvements to Interstates 10, 110, and 12 are estimated to
13 cost in the hundreds of millions of dollars, the state of Louisiana is facing a fiscal crisis, and
14 it takes years to plan and build; and
15 WHEREAS, creative and alternative options to reduce traffic congestion, such as not
16 starting college classes at Louisiana State University in Baton Rouge prior to ten o'clock
17 A.M., staggering and rotating work hours of major Baton Rouge employers, including the
18 departments and agencies of the state of louisiana, and encouraging employers to allow

1 employees to telecommute, would alter and improve traffic patterns and reduce traffic
2 congestion during peak hours, saving both time and money, and would improve public safety
3 by reducing crashes.
4 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
5 urge and request the Department of Transportation and Development, the Louisiana
6 Workforce Commission, and the Board of Supervisors of the Louisiana State University and
7 Agricultural and Mechanical College to study jointly and make recommendations with
8 respect to identification and implementation of creative and alternative options to mitigate
9 or reduce traffic congestion in the Baton Rouge area.
10 BE IT FURTHER RESOLVED that the Department of Transportation and
11 Development, the Louisiana Workforce Commission, and the Board of Supervisors of the
12 Louisiana State University and Agricultural and Mechanical College, shall jointly submit
13 a written report and recommendations, no later than March 1, 2019, to the president of the
14 Senate, the speaker of the House of Representatives, and the chairmen of the house and
15 senate committees on transportation, highways, and public works, committees on education,
16 and committees on labor and industrial relations.
17 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
18 secretary of the Department of Transportation and Development, the executive director of
19 the Louisiana Workforce Commission, the chairman of the Board of Supervisors of the
20 Louisiana State University Agricultural and Mechanical College, and the president of the
21 Louisiana State University Agricultural and Mechanical College in Baton Rouge.
