SENATE CONCURRENT RESOL UTION NO. 69
BY SENATORS BARROW, COLOMB, HEWITT, MIZELL AND PETERSON AND
REPRESENTATIVES AMEDEE, CARPENTER, DAVIS, EMERSON,
HILFERTY, HILL, HODGES, HORTON, JACKSON, NANCY
LANDRY, MARCELLE, NORTON, SMITH, STOKES, THOMAS
AND WHITE 
COMMENDAT IONS.  Commends Sarah Michelle Procopio upon being selected as a
recipient of the 2018 College Women of Excellence Award and a Louisiana Legislative
Women's Caucus Foundation Scholarship.
1	A CONCURRENT RESOL UTION
2 To commend Sarah Michelle Procopio upon her receipt of a 2018 Women of Excellence
3 Award from the Louisiana Legislative Women's Caucus Foundation in the category
4 of College Women of Excellence and upon being a recipient of a Louisiana
5 Legislative Women's Caucus Foundation Scholarship.
6 WHEREAS, Sarah Michelle Procopio is finishing her first year at Louisiana State
7 University (LSU) in Baton Rouge, Louisiana, where she is a studying mass communication
8 with a concentration in political communication and is a student in both the Manship School
9 of Mass Communication and the Roger Hadfield Ogden Honors College; and
10 WHEREAS, Sarah was named the student of the year at Baton Rouge Magnet High
11 School in 2017 before going on to become the East Baton Rouge Parish Student of the Year,
12 and in her senior year of high school, she became one of two students selected to represent
13 Louisiana as a Hearst Foundation United States Senate Youth Program scholar in
14 Washington D.C.; and
15 WHEREAS, through LSU, Sarah has joined the academic cohort of the Louisiana
16 Service and Leadership Scholars in the honors college which exclusively studies poverty and
17 wetland loss in Louisiana; and
18 WHEREAS, Sarah has been a delegate to the 2018 National Campaign for Political

1 and Civic Engagement Conference at the Harvard Institute of Politics and moderated a panel
2 at the 2018 Redistricting Summit hosted by the Reilly Center for Media & Public Affairs and
3 Fair Districts Louisiana; and
4 WHEREAS, between school and work, she volunteers with Volunteers in Public
5 Schools every Friday through the "Everybody Reads" initiative, providing individualized
6 reading assistance for Pre-K through second grade students who read below grade level; and
7 WHEREAS, during the summer of 2018, she will intern in Washington D.C. with
8 Congressman Garret Graves to better understand the federal efforts to solve Louisiana's issue
9 of coastal land loss; and
10 WHEREAS, Sarah then plans to spend a year traveling after graduation before
11 entering law school; and
12 WHEREAS, the Louisiana Legislative Women's Caucus Foundation created the
13 Women of Excellence Awards to recognize and honor extraordinary women of excellence
14 across the state for their outstanding achievements and contributions; and
15 WHEREAS, recipients of the Women of Excellence Awards exhibit characteristics
16 of integrity and professionalism, personify excellence in their area of specialty, and are
17 committed to community service to better society as a whole; and
18 WHEREAS, for 2018, there are two categories for the Women of Excellence
19 Awards: College Women of Excellence and High School Women of Excellence; and
20 WHEREAS, the recipients of the 2018 Women of Excellence Awards are being
21 recognized at the Louisiana Legislative Women's Caucus Foundation's Women of
22 Excellence Awards & Scholarships Ceremony and Reception on Tuesday, April 24, 2018;
23 and
24 WHEREAS, Sarah has been named a recipient of a 2018 Women of Excellence
25 Award in the category of College Women of Excellence and is also a recipient of a
26 Louisiana Legislative Women's Caucus Foundation Scholarship for her accomplishments
27 and personification of excellence in integrity, character, academics, leadership, and
28 community service; and
29 WHEREAS, Sarah merits a sincere and heartfelt measure of commendation for her
30 dedication to excellence and her outstanding accomplishments, and it is appropriate for the

1 Legislature of Louisiana to commend Sarah upon receipt of a 2018 Women of Excellence
2 Award from the Louisiana Legislative Women's Caucus Foundation and of a Louisiana
3 Legislative Women's Caucus Foundation Scholarship.
4 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
5 commend Sarah Michelle Procopio upon receipt of a 2018 Women of Excellence Award
6 from the Louisiana Legislative Women's Caucus Foundation in the category of College
7 Women of Excellence and the Louisiana Legislative Women's Caucus Foundation
8 Scholarship; does hereby recognize and record for posterity her singular contributions to the
9 citizens of Louisiana; and does hereby extend enduring appreciation for the tremendous
10 pride and honor that she brings to her community and the state of Louisiana.
11 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
12 Sarah Michelle Procopio.
