A CONCURRENT RESOL UTION
To commend Rachel Margaret Lautigar upon her receipt of a 2018 Women of Excellence
Award from the Louisiana Legislative Women's Caucus Foundation in the category
of College Women of Excellence and upon being a recipient of a Louisiana
Legislative Women's Caucus Foundation Scholarship.
WHEREAS, Rachel Margaret Lautigar is the daughter of Delene Rawls and Scott
Lautigar and a graduate of Bastrop High School in Bastrop, Louisiana, where she was the
valedictorian, the executive officer for the Junior Reserves Officer Training Corps, and the
Morehouse Parish Student of the Year; and
WHEREAS, at the University of Louisiana at Lafayette (UL), she has maintained a
perfect 4.0 grade point average as a double major in political science and history and a
double minor in international business and Spanish; and
WHEREAS, Rachel is the deputy chief justice in the Student Government
Association, an executive board member of the Pi Sigma Alpha political science honor
society, secretary for Young Americans for Liberty, administrator and promotions director
for The Pulse Campus Ministry, and the student editor for the university magazine, La
Louisiane; and
WHEREAS, she is also a member of the honors program, the UL social media team,
the National Society for Leadership and Success, the International Studies Society, and the
University Program Council; and
WHEREAS, Rachel recently won the Chrisler Levine Best Paper in Political Science
award from the department of political science and attended the College of Law conference

sponsored by the Cato Institute as a Bastiat Scholar; and
WHEREAS, during the summer of 2018, she will be one of thirty high school and
college students attending a mission trip to Austria with the Apostolic Youth Corps, as well
as one of twenty-eight Hertog Foundation summer fellows attending summer classes in
Washington, D.C.; and
WHEREAS, within her community, Rachel volunteers as a judge in the Louisiana
High School Speech League, is a member of the communications team at the Pentecostals
of Lafayette, and is active in local political campaigns; and
WHEREAS, while an office worker for the political science department, she helped
professors as a research assistant, and is looking forward to submitting articles of her own
for publication; and
WHEREAS, after graduation, she plans to attend law school and earn a dual degree
in public policy, and her future career goals include practicing law as a litigator, and
eventually working in government, all while advocating for the preservation of individual
liberties; and
WHEREAS, Rachel has always desired to work closely with and in government, and
got her first experience as a page for the Louisiana House of Representatives in the 2015
legislative session; and
WHEREAS, immediately following her return home, she was hired as a legislative
student worker for Representative Katrina R. Jackson in Monroe, Louisiana; and
WHEREAS, her time as a page and legislative worker solidified her future pursuits,
and are still regarded as her favorite jobs held; and
WHEREAS, the Louisiana Legislative Women's Caucus Foundation created the
Women of Excellence Awards to recognize and honor extraordinary women of excellence
across the state for their outstanding achievements and contributions; and
WHEREAS, recipients of the Women of Excellence Awards exhibit characteristics
of integrity and professionalism, personify excellence in their area of specialty, and are
committed to community service to better society as a whole; and
WHEREAS, for 2018, there are two categories for the Women of Excellence
Awards: College Women of Excellence and High School Women of Excellence; and

WHEREAS, the recipients of the 2018 Women of Excellence Awards are being
recognized at the Louisiana Legislative Women's Caucus Foundation's Women of
Excellence Awards & Scholarships Ceremony and Reception on Tuesday, April 24, 2018;
and
WHEREAS, Rachel has been named a recipient of a 2018 Women of Excellence
Award in the category of College Women of Excellence and is also a recipient of a
Louisiana Legislative Women's Caucus Foundation Scholarship for her accomplishments
and personification of excellence in integrity, character, academics, leadership, and
community service; and
WHEREAS, Rachel merits a sincere and heartfelt measure of commendation for her
dedication to excellence and her outstanding accomplishments, and it is appropriate for the
Legislature of Louisiana to commend Rachel upon receipt of a 2018 Women of Excellence
Award from the Louisiana Legislative Women's Caucus Foundation and of a Louisiana
Legislative Women's Caucus Foundation Scholarship.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
commend Rachel Margaret Lautigar upon receipt of a 2018 Women of Excellence Award
from the Louisiana Legislative Women's Caucus Foundation in the category of College
Women of Excellence and the Louisiana Legislative Women's Caucus Foundation
Scholarship; does hereby recognize and record for posterity her singular contributions to the
citizens of Louisiana; and does hereby extend enduring appreciation for the tremendous
pride and honor that she brings to her community and the state of Louisiana.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Rachel Margaret Lautigar.
