SUPPLEMENTAL PAY:  Authorizes supplemental pay for certain university or college
police officers
1	AN ACT
2To amend and reenact R.S. 40:1667.1(A)(2); relative to supplemental pay; to provide for
3 eligibility for university and college campus police officers; to provide certain
4 requirements and limitations for such eligibility; to provide for an effective date; to
5 provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 40:1667.1(A)(2) is hereby amended and reenacted to read as follows:
8 ยง1667.1.  Rate of compensation; prior service; supplemental monthly compensation;

12	(2)(a)  Every sworn, commissioned law enforcement officer employed on a
13 full-time basis by a bona fide police agency of the state or its political subdivisions,
14 other than the Department of Public Safety and Corrections and the Department of
15 Wildlife and Fisheries, and headquartered in the city of New Orleans and who serves
16 the welfare of the public in the capacity of a police officer by providing police
17 services to the general public through effecting arrests, issuing citations, and serving
18 warrants while patrolling levees, waterways, and riverfront areas, or while patrolling
19 bridges that are within the boundaries of the city of New Orleans, shall be paid by
20 the state extra compensation in the amount of five hundred dollars per month in

1 addition to the compensation now paid to him by his employer out of self-generated
2 revenue attributable to the agency employing such officers.  To be eligible for the
3 extra compensation, each such law enforcement officer shall have completed one
4 year of service, and any such law enforcement officer hired after March 31, 1986,
5 shall also have completed and passed a council-certified training program, as
6 provided in R.S. 40:2405.
7	(b)  Every sworn, commissioned university or college police officer
8 employed on a full-time basis who serves the campus by maintaining general order
9 and exercising police power on the campus of a public four-year college or
10 university shall be paid by the state extra compensation in the amount of five
11 hundred dollars per month in addition to the compensation now paid to him by his
12 employer out of self-generated revenue attributable to the agency employing the
13 officers.  To be eligible for the extra compensation, each law enforcement officer
14 shall have completed one year of service and shall also have completed and passed
15 a council-certified training program, as provided in R.S. 40:2405.
16	(b)(c)  For purposes of qualifications, computations, and other applicable
17 provisions of this Section, references to "municipality" and "municipal" shall include
18 in their meaning the bona fide police agency of the state or its political subdivisions
19 that employ full-time sworn, commissioned law enforcement officers made eligible
20 in this Paragraph.
21	(c)(d)  In the event that supplemental pay is increased as provided for in R.S.
22 40:1667.1(A)(1), and R.S. 40:1667.7(B) and (G), then the same amount of
23 supplemental pay shall be increased for the officers provided for in this Paragraph
24 (2) of Subsection A of this Section.
25	(d)(e)  In the event that a P.O.S.T.-certified law enforcement officer
26 employed on a full-time basis by the Department of Public Safety and Corrections,
27 the Department of Wildlife and Fisheries, the division of probation and parole, or a
28 retired state police officer who receives compensation pursuant to the provisions of
29 R.S. 40:1457, transfers or begins employment with any other law enforcement

1 agency, the officer shall receive credit for prior service with the agencies listed in
2 this Subparagraph for purposes of computing the period of service requirement
3 provided for in Subparagraph (a) of this Paragraph.

5 Section 2.  This Act shall become effective upon signature by the governor or, if not
6signed by the governor, upon expiration of the time for bills to become law without signature
7by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
8vetoed by the governor and subsequently approved by the legislature, this Act shall become
9effective on the day following such approval.

Abstract:  Authorizes supplemental pay of $500 per month for police officers
commissioned by public four-year colleges or universities. 
Present law provides for supplemental pay of $500 per month for any state or local police
officer who serves the welfare of the general public by providing police services and who
has completed and passed a council-certified training program and has completed one year
of service.
Proposed law retains present law and adds full time police officers of public four-year
college or university campuses to the list of police officers eligible to receive supplemental
pay of $500 per month.  To be eligible, police officers must complete one year of service and
be P.O.S.T.-certified.
