ENROLLED ACT No. 375 2019 Regular Session HOUSE BILL NO. 127 BY REPRESENTATIVES PIERRE AND MARCELLE 1 AN ACT 2 To amend and reenact R.S. 48:191 and 228, relative to the state highway system; to provide 3 two additional classifications to the state highway system; and to provide for related 4 matters. 5 Be it enacted by the Legislature of Louisiana: 6 Section 1. R.S. 48:191 and 228 are hereby amended and reenacted to read as 7 follows: 8 §191. State highway system; length; designation 9 A. There is hereby created and established a system of state highways which 10 shall consist of twelve fourteen functional classifications as follows: 11 (1) Urban highways described as: 12 (a) Urban-principal arterial-interstate. (b) Urban-principal arterial-other freeways and expressways. 13 (c) Urban-principal arterial-other. 14 (d) Urban-minor arterial. 15 (e) Urban-major collector. 16 (f) Urban-local minor collector. 17 18 (g) Urban-local. HB NO. 127 ENROLLED (a) Rural-principal arterial-interstate. 1 (b) Rural-principal arterial-other freeways and expressways. 2 (c) Rural-minor principal arterial-other. 3 (d) Rural-major collector minor arterial. 4 (e) Rural-minor major collector. 5 (f) Rural-local minor collector. 6 7 (g) Rural-local. 8 B. The total length of the twelve fourteen functional systems shall not exceed 9 sixteen thousand six hundred seventy-five miles, and the additional length permitted 10 herein is allowed solely for the purpose of adjustments that might become necessary 11 from time to time within the sole discretion of the secretary, working in conjunction 12 with the police juries or municipalities. 13 C. The location of all highways in the functional systems established hereby 14 may be altered and amended by the secretary to such an extent and in such a manner 15 as may be necessary for the purpose of meeting any requirements in order to obtain 16 federal aid for road construction in Louisiana. The system of state highways created 17 hereby shall consist of the above twelve fourteen functional systems and the 18 department shall maintain its current description in conformance with the same. 19 * * * 20 §228. Functional classification of state highways; current highway standards and 21 continuing needs study by department; cost estimates presented to legislature 22 The department shall divide the roads comprising the state highway system 23 into twelve fourteen functional classifications, as provided in R.S. 48:191, and shall 24 establish current standards for their functional classification. It shall undertake a 25 continuing study of the needs of the various highways for the purpose of bringing 26 existing highways up to current standards or for replacement of existing highways 27 where required, and shall keep the information so developed up-to-date through a 28 continuing annual needs study.
