1	AN ACT
2 To enact R.S. 47:463.202 and 463.203, relative to motor vehicle special prestige license
3 plates; to establish the "Team Gleason Foundation" special prestige plate; to
4 establish the "Team Gleason Foundation" special prestige plate for persons with
5 mobility impairments; to provide for creation, issuance, design, fees, distribution,
6 and rule promulgation applicable to such license plates; and to provide for related
7 matters.
8 Be it enacted by the Legislature of Louisiana:
9 Section 1.  R.S. 47:463.202 is hereby enacted to read as follows: 
10 §463.202.  Special prestige license plate; "Team Gleason Foundation"
11	A.  The secretary of the Department of Public Safety and Corrections shall
12 establish a special prestige motor vehicle license plate to be known as the "Team
13 Gleason Foundation" plate, provided there is a minimum of one thousand applicants
14 for such plate.  The plate shall be restricted to use on passenger cars, pickup trucks,
15 recreational vehicles, motorcycles, and vans.
16	B.  The secretary shall work in conjunction with the Team Gleason
17 Foundation to select the color and design of the plate, provided it is in compliance
18 with R.S. 47:463(A)(3).  The design shall include the words "Team Gleason
19 Foundation".
20	C.  The special prestige license plate shall be issued, upon application, to any
21 citizen of Louisiana in the same manner as any other motor vehicle license plate.

1	D.  The department shall collect an annual royalty fee of twenty-five dollars
2 that shall be disbursed in accordance with Subsection E of this Section.  This fee
3 shall be in addition to the standard motor vehicle license tax imposed by Article VII,
4 Section 5 of the Constitution of Louisiana, and a handling fee of three dollars and
5 fifty cents for each plate to be retained by the department to offset a portion of
6 administrative costs.
7	E.  The annual royalty fee shall be collected by the department and forwarded
8 to the Team Gleason Foundation.
9	F.  The secretary shall promulgate and adopt rules and regulations as are
10 necessary to implement the provisions of this Section.
11 Section 2.  R.S. 47:463.203 is hereby enacted to read as follows:
12 §463.203.  Special prestige license plate or hang tag for persons with mobility
13	impairments; "Team Gleason Foundation"
14	A.(1)(a) Upon the application of any person who applies for a "Team Gleason
15 Foundation" special prestige license plate and has a mobility impairment which is
16 permanent, the secretary shall issue a "Team Gleason Foundation" special prestige
17 plate for the benefit of the applicant in accordance with the provisions set forth in
18 R.S. 47:463.4(A)(1) and (2).
19	(b)  Upon the application for a "Team Gleason Foundation" special prestige
20 license plate for persons with mobility impairments by any institution providing
21 transportation for persons with mobility impairments, the secretary shall issue such
22 special prestige license plate in accordance with the provisions set forth in R.S.
23 47:463.4(K).
24	(2)  The person who is issued a "Team Gleason Foundation" special prestige
25 license plate for persons with mobility impairments shall surrender the plate to the
26 secretary pursuant to the provisions of R.S. 47:463.4(A)(3), (4), and (5).
27	(3)  The "Team Gleason Foundation" special prestige license plate for
28 persons with mobility impairments shall bear the international symbol of
29 accessibility and shall be followed by such numbers or letters as the secretary finds
30 expedient.  Each initial application shall be accompanied by a currently dated

1 medical examiner's statement certifying that the applicant has a mobility impairment
2 that is permanent.
3	B.(1)  In addition to the "Team Gleason Foundation" special prestige license
4 plate for persons with mobility impairments, the secretary shall issue a hang tag upon
5 application made by any person with a mobility impairment which is permanent
6 pursuant to the provisions of R.S. 47:463.4(B).
7	(2)  Duplicate or renewal hang tags, and  mobility impaired identification
8 cards shall be issued or renewed pursuant to the provisions of R.S. 47:463.4(C), (D),
9 and (J).
10	C. The terms "person with a mobility impairment" and "permanent" shall
11 retain the definitions ascribed to them pursuant to R.S. 47:463.4(E).
12	D.  Parking requirements for persons with a "Team Gleason Foundation"
13 special prestige license plate for persons with mobility impairments or displaying a
14 hang tag shall be as provided for in R.S. 47:463.4(F) and (I).
15	E.  Any person who willfully and falsely represents himself as having the
16 qualifications to obtain a "Team Gleason Foundation" special prestige license plate
17 for persons with mobility impairments, hang tag, or mobility impairment
18 identification card shall be subject to the applicable penalties provided for in R.S.
19 47:463.4(G).
20	F.  The provisions of the law relating to the issuance, revocation, and use of
21 special prestige license plates, hang tags, mobility impairment drivers' licenses, and
22 mobility impairment identification cards shall be administered by the secretary of the
23 Department of Public Safety and Corrections and his authorized employees.  All
24 references to "the secretary" with respect to those laws shall be deemed to be
25 references to the secretary of the Department of Public Safety and Corrections, or to
26 his authorized employees.
27 Section 3.  Section 2 of this Act shall  take effect and become operative if and when
28 the requirements provided for in R.S. 47:463(A)(3) applicable to Section 1 are met.
29 Section 4.  The Department of Public Safety and Corrections, office of motor
30 vehicles, is hereby directed to create the special prestige license plate when the applicable

1 statutory provisions are met and its system is updated to accommodate the creation of new
2 plates.
