TOBACCO/TOBACCO PRODUCTS: Increases the permit fees relative to tobacco retailers
and vending machine operators
1 AN ACT
2To amend and reenact R.S. 26:903, relative to certain permit fees for the sale of tobacco
3 products, alternate nicotine products, and vapor products; to provide for retail dealer
4 permit fees; to provide for vending machine operator permit fees; to provide for
5 vending machine permit fees; to provide for wholesale dealer permit fees; and to
6 provide for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1. R.S. 26:903 is hereby amended and reenacted to read as follows:
9 §903. Permit fees
10 The fees for each permit shall not exceed amounts provided for in the
11 following schedule and in accordance with regulations promulgated pursuant to the
12 provisions of the Administrative Procedure Act:
13 (1) Retail dealer permit – $25.00 $50.00 per year or any portion thereof.
14 (2) Vending machine operator – $75.00 $100.00 per year or any portion
15 thereof.
16 (3) Vending machine – $5.00 $25.00 per machine per year or any portion
17 thereof.
18 (4) Wholesale dealer – $75.00 $150.00 per year or any portion thereof.
19 (5) Tobacconist – The commissioner of alcohol and tobacco control shall
20 promulgate rules to issue a single permit for bona fide Louisiana tobacconists. Such

1 single permit shall allow any bona fide Louisiana tobacconist to operate as a retail
2 tobacco dealer and as a wholesale tobacco dealer. Any fee assessed for such single
3 tobacconist permit shall be one hundred dollars.

Abstract: Increases fees for retail dealer permits, vending machine operator permits,
vending machine permits, and wholesale dealer permits.
Present law authorizes fees for retail dealer permits, vending machine operator permits,
vending machine permits, and wholesale dealer permits.
Proposed law increases the present law permit fees as follows:
(1)Retail dealer permit – increases from $25 to $50 per year.
(2)Vending machine operator – increases from $75 to $100 per year.
(3)Vending machine – increases from $5 to $25 per machine per year.
(4)Wholesale dealer – increases from $75 to $150 per year.
