HB NO. 89 ENROLLED 1 §3217.1. Louisiana Community and Technical College system System 2 A. The Louisiana Community and Technical College System is composed 3 of the institutions under the supervision and management of the Board of Supervisors 4 of Community and Technical Colleges as follows: 5 * * * 6 (9) Northwest Louisiana Technical Community College. 7 (10) River Parishes Community College. 8 (10) (11) South Louisiana Community College. 9 (11) (12) Sowela Technical Community College. 10 (12) (13) All public postsecondary technical colleges which provide 11 vocational-technical education. 12 (13) (14) Any other community college, technical college, or other 13 institution or program now or hereafter under the supervision and management of the 14 Board of Supervisors of Community and Technical Colleges. 15 * * * 16 §3233. Northwest Louisiana Technical Community College; mission, management, 17 and operation 18 A.(1) The Northwest Louisiana Technical College is hereby renamed as the 19 Northwest Louisiana Technical Community College and shall continue to serve as 20 a multi-campus public postsecondary education institution. The institution and its 21 programs shall remain under the supervision and management of the Board of 22 Supervisors of Community and Technical Colleges, subject to the appropriate 23 approval of and oversight by the Board of Regents. 24 (2) The institution's mission is hereby expanded to include providing a 25 comprehensive educational program that meets the needs of the students and 26 communities within its primary service delivery area. Such program may include 27 career and technical education and training, workforce development training, adult 28 basic education, continuing education, general education, associate degree programs, 29 college transfer degree programs, and other educational programs and opportunities. The Northwest Louisiana Technical Community College may grant 2 certificates, diplomas, associate degrees, and associate transfer degrees as authorized 3 by the Board of Supervisors of Community and Technical Colleges and the 4 appropriate regional accrediting body as recognized by the United States Department 5 of Education. 6 C. The Northwest Louisiana Technical Community College shall provide 7 educational programs and services through its campuses and through any campus 8 that is part of the college or its primary service delivery area. 9 D. The Board of Supervisors of Community and Technical Colleges and the 10 Board of Regents shall work closely with the Northwest Louisiana Technical 11 Community College and the appropriate accrediting body to ensure that the 12 institution and all program offerings are fully accredited. 13 * * * 14 §3394.3. Authority of board to execute agreements related to the finance of capital 15 improvements and enhancements; nonprofit corporation; administration and 16 management of projects 17 * * * 18 C. The projects set forth in Subsection B of this Section and the following 19 projects shall comprise the entirety of public facilities and projects to be financed 20 under the authorities of this Part and R.S. 17:3361 et seq., with respect to these 21 projects. Each project set forth below shall require a no less than twelve percent 22 private match. No project shall be financed until all private funds are available for 23 that project.
