ENROLLED 2019 Regular Session HOUSE CONCURRENT RESOL UTION NO. 70 BY REPRESENTATIVE STAGNI AND SENATOR THOMPSON A CONCURRENT RESOL UTION To urge and request the secretary of the Louisiana Department of Health to coordinate a study concerning the feasibility and desirability of potential state licensure of endovascular suites, and to report findings of the study to the legislative committees on health and welfare. WHEREAS, an endovascular suite is a room in which procedures to treat diseases of the vascular system are performed; and WHEREAS, Louisiana does not currently require state licensure of endovascular suites either as stand-alone facilities or as a module of the ambulatory surgical center license provided for in R.S. 40:2131 et seq.; and WHEREAS, the Louisiana Department of Health, through its health standards section, protects public health and safety by licensing and regulating various types of healthcare facilities pursuant to the authority provided in Chapter 11 of Title 40 of the Louisiana Revised Statutes of 1950; and WHEREAS, it is appropriate for the legislature to call for a study and report concerning potential licensure of endovascular suites in order to inform its consideration of whether laws to provide for such licensure would serve the public interest. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the secretary of the Louisiana Department of Health to coordinate a study concerning the feasibility and desirability of potential state licensure of endovascular suites. BE IT FURTHER RESOLVED that the secretary shall engage the department's director of health standards, general counsel, and Medicaid director in the study requested in this Resolution. BE IT FURTHER RESOLVED that in developing the study and report called for in this Resolution, the department shall engage, consult with, and obtain information and Page 1 of 2 HCR NO. 70 ENROLLED perspective from stakeholder organizations including, without limitation, the Louisiana State Board of Medical Examiners, the Louisiana Hospital Association, the Louisiana State Board of Nursing, the Louisiana Ambulatory Surgery Center Association, the Cardiovascular Institute of the South, and Vascular Access Centers, L.P. BE IT FURTHER RESOLVED that the secretary shall submit a written report of findings resulting from the study requested in this Resolution to the House Committee on Health and Welfare and the Senate Committee on Health and Welfare no later than thirty days prior to the convening of the 2020 Regular Session of the Legislature of Louisiana. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the secretary of the Louisiana Department of Health, the executive director of the Louisiana State Board of Medical Examiners, the executive director of the Louisiana State Board of Nursing, the president of the Louisiana Hospital Association, the executive director of the Louisiana Ambulatory Surgery Center Association, the president of the Cardiovascular Institute of the South, and the chief executive officer of Vascular Access Centers, L.P.
