ENROLLED 2019 Regular Session HOUSE CONCURRENT RESOL UTION NO. 89 BY REPRESENTATIVE CARMODY A CONCURRENT RESOL UTION To urge and request the Louisiana Department of Health to study the potential delivery of Medicaid-funded nonemergency transportation services by transportation network companies and to report findings of the study to the House Committee on Appropriations, the Senate Committee on Finance, and the legislative committees on health and welfare. WHEREAS, cost control in the state Medicaid program is an urgent priority of the legislature; and WHEREAS, by providing a greater degree of consumer choice, an authorization for transportation network companies to furnish nonemergency transportation services to Medicaid enrollees would likely improve the quality and accessibility of services as well as produce substantial cost savings for the state; and WHEREAS, Louisiana should consider authorizing transportation network companies to contract with the state Medicaid agency or Medicaid managed care organizations for provision of nonemergency transportation services only if federal requirements for equitable access to services can be satisfied and passenger safety standards can be assured to meet or exceed those currently in effect for the state's Medicaid transportation program; and WHEREAS, exploring innovative solutions for reducing Medicaid costs while protecting and promoting the health of Medicaid enrollees is in the best interest of this state. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the Louisiana Department of Health to study the potential delivery of Medicaid-funded nonemergency transportation services by transportation network companies. Page 1 of 2 HCR NO. 89 ENROLLED BE IT FURTHER RESOLVED that in conducting the study called for in this Resolution, the department shall examine the benefits and costs of the potential delivery of both nonemergency medical and nonmedical transportation services by transportation network companies. BE IT FURTHER RESOLVED that the department may consider as models for Medicaid nonemergency transportation the service and regulatory systems proposed in House Bill No. 129 of this 2019 Regular Session of the Legislature of Louisiana, House Bill No. 411 of the 2019 Regular Session of the Florida Legislature, House Bill No. 1576 of the Eighty-Sixth Texas Legislature, and any other state legislation proposing to authorize the delivery of Medicaid-funded nonemergency transportation services by transportation network companies. BE IT FURTHER RESOLVED that the Louisiana Department of Health shall issue findings from the study called for in this Resolution in the form of a report to the House Committee on Appropriations, the Senate Committee on Finance, the House Committee on Health and Welfare, and the Senate Committee on Health and Welfare no later than thirty days prior to the convening of the 2020 Regular Session of the Legislature of Louisiana.
