ENROLLED 2019 Regular Session HOUSE RESOLUTION NO. 17 BY REPRESENTATIVE JAMES A RESOLUTION To recognize Tuesday, April 9, 2019, as Children's Day at the state capitol. WHEREAS, children and youth under the age of eighteen make up under twenty-five percent of Louisiana's population; and WHEREAS, in a Kids Count survey, Louisiana's children have averaged next to last for the last twenty-nine years; and WHEREAS, Louisiana's children have the highest rate of poverty in the country; and WHEREAS, there is no greater return on investment of state dollars than spending on children, particularly on children aged three or younger; and WHEREAS, the well-being of children is the foundation Louisiana's economic development, workforce development, and long-term well-being; and WHEREAS, every citizen of Louisiana has a duty to the state's children to ensure that they have the best opportunities available; and WHEREAS, it is important to recognize the work that all of the child-serving organizations in the state do every day to improve the lives of children and their families; and WHEREAS, it is fitting and proper to recognize that child-serving programs and support systems are making a real difference in the lives of children by putting them on a better and more secure life path. THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby recognize Tuesday, April 9, 2019, as Children's Day at the state capitol and does hereby recognize the hard work and dedication of all of those who are working to improve the lives of the children of Louisiana.
