HOUSE RESOLUTION NO. 190
BY REPRESENTATIVE MARCELLE
A RESOLUTION
To commend Dr. Charles J. Southall, III, on the occasion of his thirtieth anniversary as
pastor of First Emanuel Baptist Church in Baton Rouge.
WHEREAS, called by God to the preaching ministry at the tender age of twenty-one
in February 1979, Charles Southall, III, preached his first sermon on March 17, 1979; he
received his license to preach on January 11, 1980, at Lowerlight Baptist Church from his
father and pastor, Charles Southall; and
WHEREAS, the First District Association, under the leadership of Dr. A.P. Fortner,
ordained Dr. Southall, and he was installed as the seventh pastor of First Emanuel Baptist
Church by Dr. Morris Burrell and Ideal Missionary Baptist and Educational Association on
April 24, 1989; and
WHEREAS, on September 22, 2015, Dr. Southall was installed as the third president
of United Baptist Association, Incorporated; and
WHEREAS, Dr. Charles Southall, III, is a member of the National Baptist
Convention, U.S.A., Incorporated, Delgado Foundation, the Louisiana Missionary Baptist
State Convention, Community Services, Greater New Orleans Faith Based Community
Development Corporation, Comprehensive Central City Initiative of New Orleans, New
Orleans Faith Based Initiative, Innocence Project New Orleans, and Greg Monroe
Foundation; he was appointed by New Orleans Superintendent of Police Shaun Ferguson to
the New Orleans Police Department Advisory Council; and

WHEREAS, with a Holy Spirit-led passion for the people of God, for his community,
and for lost souls His Master has placed in his path, Dr. Charles J. Southall, III, faithfully
executes every duty with diligence, and upon the celebration of his thirtieth anniversary as
pastor of First Emanuel Baptist Church, it is fitting to acknowledge his contributions to his
congregation, the greater Baton Rouge area, the state, and the nation.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby commend Dr. Charles J. Southall, III, upon the
occasion of his thirtieth pastoral anniversary and does hereby express best hopes and prayers
for continued fruitful labors in the vineyard of his Lord.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Dr. Charles J. Southall, III.
