Organization Organizational meeting of the House 9 A. The members of the House shall meet in the House Chamber every four 10 years at 10:00 a.m. on the second Monday in January after their election. Present House Rule provides that the members of the House shall meet in the House Chamber every four years on the second Mon. in Jan. after their election. Provides that the senior of those members-elect with the most years of service as a member of the House who served in the House in the preceding term shall preside, or in his absence or inability or due to his candidacy to be elected as an officer of the House, the next most senior member shall preside. Proposed House Rule provides instead that the senior of those members-elect with the most years of consecutive service as a member of the House in the immediately preceding terms of office shall preside over the organizational meeting of the House and otherwise retains the present House Rule.
