ENROLLED 2019 Regular Session HOUSE RESOLUTION NO. 212 BY REPRESENTATIVE FRANKLIN A RESOLUTION To commend Milton J. Bellard, Jr., upon his seventieth birthday for more than forty-five years of service in health care and work in his community. WHEREAS, seventy years ago, Milton J. Bellard, Jr., was the first of twelve children born to Milton, Sr., and Mildred Bellard; and WHEREAS, Milton's life has been a continuation of firsts: he wrote the grant proposal that created Washington Marion Magnet High's school-based health center, the first of its kind in Calcasieu Parish; in 1981, he founded and was elected as the first executive director of Bayou Comprehensive Health Foundation, Limited; he was a founder, a board member, and served several terms as president of the Louisiana Primary Care Association; and he was the first African American member of the Louisiana Area Health Education Centers and was elected as president; and WHEREAS, Milton Bellard, Jr., was instrumental in developing the federally qualified health center policy for the state of Louisiana with Secretary Rose Forrest; he was a board member and president for Region VI Southwest Primary Health Care Association, which includes Louisiana, Texas, Oklahoma, Arkansas, and New Mexico; and WHEREAS, President Bill Clinton appointed Milton Bellard, Jr., to the National Task Force for HIV/AIDS in the Minority Community; and WHEREAS, Milton was the first to introduce telemedicine to the Louisiana community heathcare system; in collaboration with Cameron Rural Health Center, telemedicine service between Jennings and Lake Charles became operational under Milton Bellard's stewardship; and Page 1 of 2 HR NO. 212 ENROLLED WHEREAS, the civic service of Milton Bellard, Jr., is notable; he was chosen as Calcasieu Parish representative on the board of the Louisiana Black Assembly, where he served as a state field officer and was instrumental in the development of Louisiana House District No. 34; in 1979, he was named chair of the finance committee of the advisory board of Lake Charles Mental Health Center, which has responsibilities for Allen, Cameron, Calcasieu, Jefferson Davis, and Beauregard parishes; in 1980 and 1983, Milton Bellard was elected as a delegate of the Louisiana Democratic Party from Calcasieu Parish; he also has served as president of the Lake Charles NAACP, as a board member of Louisiana Black Pages, and as a member of the Legislative Affairs Committee of the Greater Lake Charles Chamber of Commerce; and WHEREAS, as he celebrates his seventieth birthday, it is fitting to recognize the indelible mark made by Milton J. Bellard, Jr., upon the lives of Lake Charles and Calcasieu Parish residents and to herald the good works he has done in seven decades of life. THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby commend and congratulate Milton J. Bellard, Jr., upon the occasion of his seventieth birthday and does hereby offer best wishes for many more productive years of life.
