HOUSE RESOLUTION NO. 279
BY REPRESENTATIVE BILLIOT
A RESOLUTION
To urge and request the Department of Public Safety and Corrections, office of motor
vehicles, to study motor vehicle headlamps.
WHEREAS, with the advancements in technology, aftermarket headlamps are
becoming increasingly brighter; and
WHEREAS, individuals are now equipping their vehicles with aftermarket
headlamps above and below their vehicles; and
WHEREAS, the nontraditional positioning of the headlamps can distract or
temporarily blind oncoming traffic thereby causing accidents; and
WHEREAS, these aftermarket headlamps are especially harmful to oncoming drivers
with vision problems as the issues created by the brightness and positioning of the
headlamps are increased due to the driver's vision problems; and
WHEREAS, R.S. 32:303 provides the requirements for headlamps on motor vehicles,
motorcycles, and motor-driven cycles; and
WHEREAS, 49 CFR Part 571.108 established the federal standard for motor vehicle
headlamps, reflective devices, and associated equipment; and
WHEREAS, it would be extremely beneficial to citizens of the state of Louisiana and
anyone who traverses the roadways located within this state if motor vehicle headlamps were
in compliance with R.S. 32:303 and 49 CFR Part 571.108.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby urge and request the Department of Public Safety and
Corrections, office of motor vehicles, to study motor vehicle headlamps.
BE IT FURTHER RESOLVED that the Department of Public Safety and
Corrections, office of motor vehicles, shall submit a report, that includes the latest
advancements in headlamp technology, whether those advancements are in accordance with

federal and state law, and whether aftermarket headlamps and their positioning are in
accordance with federal and state law, along with recommendations for possible inspection
requirements.
BE IT FURTHER RESOLVED that the department's report shall detail the results
of the study along with recommendations to the House of Representatives of the Legislature
of Louisiana no later than February 1, 2020.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
secretary of the Department of Public Safety and Corrections, office of motor vehicles.
