A RESOLUTION
To express the condolences of the House of Representatives upon the death of Elsie Waites,
the mother of State Representative Barbara M. Norton.
WHEREAS, Elsie Waites was born on May 9, 1920, in Gloster, Louisiana; she left
this world on May 28, 2019, after a full life of ninety-nine well-lived years; and
WHEREAS, Mrs. Waites was the loving mother of eight children, grandmother of
twenty-one grandchildren, great-grandmother of forty-four great-grandchildren, and great-
great-grandmother of eighteen great-great-grandchildren; and
WHEREAS, she volunteered with children in the community and was very involved
with her choral group; she organized and sang in a quartet that, for several years, traveled
and performed throughout the state of Louisiana; and
WHEREAS, with the death of Elsie Waites, the state has lost one of her finest
daughters; during a lifetime of commitment to her family, to spreading joy through song, and
to volunteer work with local youth, Mrs. Waites selflessly served her family, friends,
community, and state so long and so well; and

WHEREAS, although the death of Elsie Waites has left a tremendous void in her
family, her legacy shall forever live in the hearts and minds of all the people whose lives she
touched.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby express its sincere and heartfelt condolences upon the
death of Elsie Waites; does hereby extend deepest sympathies to all who knew and loved her
and who mourn her absence; and does hereby offer thoughts and prayers for comfort.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to State
Representative Barbara M. Norton.
