ENROLLED 2019 Regular Session HOUSE RESOLUTION NO. 317 BY REPRESENTATIVE STOKES A RESOLUTION To commend the Louisiana Legislative Auditor for earning three top awards from the National Legislative Program Evaluation Society for its body of work over the past four years. WHEREAS, the National Legislative Program Evaluation Society (NLPES) is associated with the National Conference of State Legislatures; its purpose is to advance the professions of legislative program evaluation and performance auditing, and to provide members with relevant training, opportunities for exchanging ideas and information, and recognition of superior performances; and WHEREAS, the Louisiana Legislative Auditor received the Excellence in Evaluation Award, presented to one legislative audit office nationwide that has made significant contributions to legislative program evaluation or performance auditing over a four-year period; and WHEREAS, between January 2015 and December 2018, the legislative auditor's performance audit services produced eighty-one audits covering numerous government programs and topics including state water systems, child care regulation, secure care juvenile justice facilities, statewide sexual harassment policies, management of state lands, tax credits, state bond practices, and multiple areas within the Medicaid program; these reports contained three hundred fifty recommendations to various agencies and forty-two matters for legislative consideration; and WHEREAS, the Louisiana Legislative Auditor also received the Excellence in Research Methods Award, which is given to legislative audit offices using exemplary research methods in an evaluation or audit report; and Page 1 of 2 HR NO. 317 ENROLLED WHEREAS, the legislative auditor's performance audit services was recognized for innovative methodology developed to evaluate the Louisiana State Bond Commission's oversight of local government bond issuance costs; and WHEREAS, the Louisiana Legislative Auditor was awarded an NLPES Certificate of Impact, presented to legislative audit offices whose evaluation or audit report resulted in documented public policy changes, program improvements, dollar savings, or other public impacts; the Certificate of Impact was awarded for the legislative auditor's March 2017 report, "Louisiana Public Service Commission–Water Rates in Louisiana", which evaluated whether rates charged by governmental water systems were high enough to cover their expenses, and whether the Louisiana Public Service Commission approved water rates for private water systems in a timely manner. THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby commend the Louisiana Legislative Auditor for its professionalism, innovation, and dedication to the betterment of the state and does hereby express congratulations for the national recognition the staff has received from the National Legislative Program Evaluation Society for its work.
