ENROLLED 2019 Regular Session HOUSE RESOLUTION NO. 40 REPRESENTATIVE FOIL A RESOLUTION To express the sincere and heartfelt condolences of the members of the House of Representatives upon the death of Scott Edward Frazier of Baton Rouge. WHEREAS, the members of the House of Representatives were saddened beyond measure upon receiving word that Scott Edward Frazier passed away on Thursday, January 17, 2019, at the age of fifty-six; and WHEREAS, born to Howard Dayton and Edie Frazier in Lafayette on March 26, 1962, Scott earned his bachelor of science degree in economics and juris doctor from Louisiana State University (LSU), where he was named to the prestigious Robert Lee Tullis Moot Court Board; and WHEREAS, at Kracht & Frazier, L.L.P., Scott specialized in construction law, representing some of the largest, most prominent contractors and construction companies in the state of Louisiana and serving as the litigation counsel for the Louisiana Associated General Contractors; and WHEREAS, he regularly lectured to various organizations on construction law and was a skilled, dedicated, and admired practitioner; he was an active member of the Federalist Society, Baton Rouge Bar Association, and Rotary Club of Baton Rouge and a former vice chairman of the Louisiana Board of Ethics; he was a proud member of the Tiger Athletics Foundation and loved attending LSU football games; and WHEREAS, left to cherish his memory are his wife, Deanne; his children, Emily and Graham; his brothers and sisters-in-law, Roy and Cindy Maughan, John and Jennifer Robinson, and James and Jena Maughan, and their children and grandchildren; and WHEREAS, those who knew Scott Frazier are saddened by his passing but will remember him as a distinguished attorney, a man of tremendous integrity with a giant heart, and an exemplary father and husband. Page 1 of 2 HR NO. 40 ENROLLED THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby express sincere and heartfelt condolences upon the death of Scott Edward Frazier of Baton Rouge and does hereby offer hopes for comfort and peace in this time of sorrow.
