HOUSE RESOLUTION NO. 49
BY REPRESENTATIVE HOFFMANN
A RESOLUTION
To designate Wednesday, April 17, 2019, as Louisiana Primary Care Association Day at the
state capitol and to commend the Louisiana Primary Care Association for more than
three decades of service to the citizens of Louisiana.
WHEREAS, the Louisiana Primary Care Association, or LPCA,  was established as
a non-profit organization and as the trade association for all of the Federally Qualified
Health Centers, or FQHC's, throughout the state; and
WHEREAS, the LPCA provides primary care services, including services pertaining
to dental care and behavioral health, to uninsured and underserved populations throughout
the state of Louisiana; and
WHEREAS, the LPCA stresses the importance of healthcare access; and
WHEREAS, the LPCA is a membership organization of thirty-six community health
centers that operate over two hundred sixty sites throughout the state; and
WHEREAS, the LPCA is governed by a six-person executive committee and a thirty-
six person board of directors, and is staffed by sixteen employees, all of whom are
committed to the goal of providing healthcare access to all Louisiana citizens; and
WHEREAS, over the past year, the LPCA's community-based health centers have
delivered healthcare to over 460,000 patients in over 1.5 million visits; and
WHEREAS, while providing innovative and cost-efficient care, Louisiana's
community health centers maintain the highest standards in quality and patient satisfaction;
and
WHEREAS, the LPCA's network of providers exerts a tremendous economic impact
on the state, and has created more than five thousand jobs, generated $86 million in tax
revenue, and has produced $352 million in direct spending; and

WHEREAS, the LPCA's use of the FQHC model has led to $801 million in savings
to the healthcare system and $584 million in savings to Medicaid, and has generated $70
million in local, state, and federal tax revenues; and
WHEREAS, the LPCA's community health centers emphasize wellness and
preventative care and offer screening for cervical and colorectal cancer, weight assessment
and screening, tobacco cessation programs, and immunizations; and
WHEREAS, the LPCA also places a special emphasis on offering comprehensive
care and management of chronic diseases; and
WHEREAS, the LPCA's healthcare facilities are woven deeply into the fabric of their
communities, and they participate in outreach and communication efforts as they strive to
eliminate the disparities in patient care associated with race, ethnicity, or socioeconomic
status.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby recognize Wednesday, April 17, 2019, as Louisiana
Primary Care Association Day at the state capitol and hereby commends the Louisiana
Primary Care Association for more than three decades of service to the citizens of Louisiana.
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to the executive committee of the Louisiana Primary Care Association.
