(gov sig) 1 AN ACT 2 To enact R.S. 46:62, relative to human trafficking; to establish a coalition; to provide for 3 development of a human trafficking victim services delivery model plan; to provide 4 for minimum plan goals; to provide for rulemaking; to provide for reporting; and to 5 provide for related matters. 6 Be it enacted by the Legislature of Louisiana: 7 Section 1. R.S. 46:62 is hereby enacted to read as follows: 8 ยง62. Human trafficking; coalition to develop services delivery model 9 A. Subject to appropriation by the legislature, the Department of 10 Children and Family Services, working in collaboration with the Department 11 of Health, and the Family in Need of Services Assistance Program, with the 12 assistance of the Louisiana Alliance of Children's Advocacy Centers, shall 13 create a coalition to develop a human trafficking victim services delivery model. 14 The model shall be developed with consideration of the recommendations of and 15 collaborating with the Louisiana Human Trafficking Prevention Commission 16 and Advisory Board, and provide a multi-disciplinary and agency approach 17 that coordinates resources and improves the statewide response and delivery of Page 1 of 3 Coding: Words which are struck through are deletions from existing law; words in boldface type and underscored are additions. The human trafficking victim services delivery model shall provide 3 a plan to address and promote the following goals including but not limited to: 4 (1) Safe and sufficient placements. 5 (2) Available and adequate funding sources. 6 (3) Stakeholder partnerships. 7 (4) Coordinated response. 8 (5) Appropriate and responsive services. 9 C. The Department of Children and Family Services shall promulgate, 10 in accordance with the Administrative Procedure Act, any rules necessary to 11 implement the provisions of this Section. 12 D. The Department of Children and Family Services shall provide a 13 report on the development of the coalition's services delivery model to the 14 Senate and House Committees on Health and Welfare on or before 15 June 30, 2020, and annually thereafter until completion of the model. 16 Section 2. This Act shall become effective upon signature by the governor or, if not 17 signed by the governor, upon expiration of the time for bills to become law without signature 18 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If 19 vetoed by the governor and subsequently approved by the legislature, this Act shall become 20 effective on the day following such approval.
