SPECIAL DISTRICTS. Provides relative to the Evangeline Parish Communications

1 AN ACT
2 To amend and reenact R.S. 33:9103(A)(3), relative to the Evangeline Parish
3 Communications District; to provide for board of commissioners; to provide for
4 powers; to provide for joint ventures and cooperative endeavors; and to provide for
5 related matters.
6 Notice of intention to introduce this Act has been published.
7 Be it enacted by the Legislature of Louisiana:
8 Section 1. R.S. 33:9103(A)(3) is hereby amended and reenacted to read as follows:
9 ยง9103. Board of commissioners; membership; qualifications and terms; powers;
10 parish governing authority as district governing authority

13 (3)(a) However, the governing authority of the parish of Evangeline may
14 appoint two additional members to the board of commissioners for the Evangeline
15 Parish Communications District. The board of commissioners shall serve without
16 compensation.
17 (b) Notwithstanding any other provisions of law to the contrary, the

1 board of commissioners for the Evangeline Parish Communications District, in
2 an effort to carry out the purposes of this Chapter and in addition to other
3 powers granted by this Chapter, may enter into a joint venture or cooperative
4 endeavor agreement for a public purpose with a federal, state, or local
5 governmental agency or with a private or public firm, partnership, corporation,
6 or other entity.

Present law authorizes the governing authority of any parish to create by ordinance
communication districts composed of any part or all of the territory lying wholly within the
parish.
Present law provides that the governing authority creating the communication district may
appoint a board of commissioners who shall be qualified electors of the district.
Present law provides that the board of commissioners for the Evangeline Parish
Communications District shall serve without compensation.
Proposed law retains present law and authorizes the board of commissioners for Evangeline
Parish Communications District to enter into cooperative endeavor agreements for a public
purpose with a federal, state, or local governmental agency or with a private or public firm,
partnership, corporation or other entity.
Effective August 1, 2019.
