2019 Regular Session ENROLLED SENATE CONCURRENT RESOL UTION NO. 49 BY SENATOR MIZELL A CONCURRENT RESOL UTION To commend Victoria Martin Rocquin upon being selected as a recipient of a 2019 College Women of Excellence Award and a Louisiana Legislative Women's Caucus Foundation Scholarship. WHEREAS, Victoria Martin Rocquin is a sophomore at Southeastern Louisiana University and the daughter of Pastor Larry and Rinalda Rocquin of Lutcher, Louisiana; and WHEREAS, Victoria is studying mass communication with a focus area in organizational communication and a minor in Spanish while maintaining a 4.0 grade point average, has been on the President's List every semester, and holds four certifications in media topics; and WHEREAS, Victoria will graduate a year early and plans to pursue her MBA; and WHEREAS, she is currently interning at the Gagliano Group and plans to pursue business consulting to assist businesses in enhancing their communication and culture after graduation; and WHEREAS, Victoria enjoyed the flexibility of being homeschooled and she served on the National Student Leader Council, the St. James Parish Youth Commission, and the State 4-H Executive and Citizenship Boards; and WHEREAS, she plays piano on the worship team, coordinates the media team, assists with Next Gen Youth Group, and leads a Bible study at her church; and WHEREAS, Victoria participated in a mission trip to Nicaragua, coordinates yearly mission trips to New Orleans for teenagers, and spent the fall of her freshman year in Siberia interning at the Irkutsk Christian Center; and WHEREAS, she also traveled to Yakutsk, the coldest city on Earth while learning about cultural communication, won over twenty state and international awards for public speaking, and spoke on more than two hundred fifty platforms on topics such as bone marrow donation, preserving the Louisiana coastline, and the importance of honors programs in higher education; and Page 1 of 3 SCR NO. 49 ENROLLED WHEREAS, she is a TOPS scholar and received an Honors Scholarship from Southeastern Louisiana University and the Optimist Club of the Westbank, is the vice president of the Honors Club, and is a member of the Public Relations Student Society of America, the Baptist Collegiate Ministry, and the National Society of Leadership and Success; and WHEREAS, Victoria presented a paper for Poet Laureate Tracy K. Smith and has presented research at the Louisiana Southern Regional Honors Council Annual Conference and the Louisiana Collegiate Honors Conference; and WHEREAS, the Louisiana Legislative Women's Caucus Foundation created the Women of Excellence Awards to recognize and honor extraordinary women of excellence across the state for their outstanding achievements and contributions; and WHEREAS, recipients of the Women of Excellence Awards exhibit characteristics of integrity and professionalism, personify excellence in their area of specialty, and are committed to community service to better society as a whole; and WHEREAS, for 2019, there are two categories for the Women of Excellence Awards: College Women of Excellence and High School Woman of Excellence; and WHEREAS, the recipients of the 2019 Women of Excellence Awards are being recognized at the Louisiana Legislative Women's Caucus Foundation's Women of Excellence Awards & Scholarships Ceremony and Reception on Tuesday, April 30, 2019; and WHEREAS, Victoria has been named a recipient of a 2019 Women of Excellence Award in the category of College Women of Excellence and is also a recipient of a Louisiana Legislative Women's Caucus Foundation Scholarship for her accomplishments and personification of excellence in integrity, character, academics, leadership, and community service; and WHEREAS, Victoria merits a sincere and heartfelt measure of commendation for her dedication to excellence and her outstanding accomplishments, and it is appropriate for the Legislature of Louisiana to commend Victoria upon receipt of a 2019 Women of Excellence Award from the Louisiana Legislative Women's Caucus Foundation and a Louisiana Legislative Women's Caucus Foundation Scholarship. Page 2 of 3 SCR NO. 49 ENROLLED THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend Victoria Martin Rocquin upon receipt of a 2019 Women of Excellence Award from the Louisiana Legislative Women's Caucus Foundation in the category of College Women of Excellence and the Louisiana Legislative Women's Caucus Foundation Scholarship, recognize and record for posterity her singular contributions to the citizens of Louisiana, and extend enduring appreciation for the tremendous pride and honor that she brings to her community and the state of Louisiana.
