A RESOLUTION
To commend Senator Dan "Blade" Morrish upon being elected president of the National
Council of Insurance Legislators for 2019.
WHEREAS, Senator Morrish has been elected to lead the National Council of
Insurance Legislators (NCOIL), a national legislative organization with all fifty states as
members; and
WHEREAS, Senator Morrish's term began at the conclusion of the 2018 annual
meeting in December 2018, and will conclude at the end of the 2019 annual meeting in
December of this year; and
WHEREAS, at the 2018 summer meeting Senator Morrish was elected to complete
the vice presidential term of the member from Vermont, who resigned mid-term; and
WHEREAS, setting an ambitious agenda for his term as president of NCOIL, Senator
Morrish's goals include: expanding the NCOIL educational offerings to include legislative
staff, highlighting NCOIL's activities around the country to insurance-related organizations,
ensuring NCOIL's continuing work to educate legislators on emerging and longstanding
insurance issues and service as the only insurance legislative organization that details model
legislation in a timely fashion, in order that these model laws can be considered in state
legislatures; and
WHEREAS, Senator Morrish stated that he plans, "To share the good work NCOIL
does to move positive insurance public policy forward, serve as a forum for emerging ideas
and work with insurance regulators and our federal counterparts to ensure solid, state-based
regulation of insurance"; and

WHEREAS, Senator Morrish is held in high esteem by his peers in NCOIL, with
immediate past president Jason Rapert stating that, "He (Morrish) will be a great asset for
the organization"; and
WHEREAS, Kentucky Representative, Steve Riggs, nominating committee chair and
former NCOIL president, said of Senator Morrish, "There is no one more prepared for the
role as NCOIL president"; and
WHEREAS, Senator Morrish is currently in his third term as a Louisiana state
senator and at the senate he is chair of the education committee and has served on numerous
other committees, including insurance and environmental quality; and
WHEREAS, Senator Dan "Blade" Morrish has taken the reins as president of the
National Council of Insurance Legislators as the organization celebrates fifty years of
shaping public policy and will lend his considerable experience at the Louisiana Legislature
and within NCOIL, as well, to leading an organization with a mission to ensure that the
insurance industry remains state-regulated, and to continue to affect good public policy,
especially through the writing of model laws.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby commend Senator Dan "Blade" Morrish upon being elected president of the
National Council of Insurance Legislators for 2019.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Senator Morrish.
