SENATE RESOLUTION NO. 235
BY SENATORS DONAHUE AND PETERSON 
A RESOLUTION
To create and provide with respect to a task force to study and make recommendations with
respect to the advisability of creating a statewide business court to lower costs,
enhance efficiency, and promote predictable outcomes.
WHEREAS, the state of Louisiana has experienced exponential growth in business
and industry; and 
WHEREAS, the legal issues arising in the daily activities of business and industry
are often complex, requiring specialized legal knowledge; and 
WHEREAS, the citizens of the state of Louisiana would benefit from the creation of
a statewide business court with jurisdiction over matters which arise in business and
industry; and 
WHEREAS, there are many benefits of creating specialized courts, and particularly
a business court.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
hereby creates a task force to study and make recommendations to the legislature on the
advisability of creating a statewide business court to lower costs, enhance efficiency, and
promote predictable outcomes.
BE IT FURTHER RESOLVED that the task force shall consist of the following:
(1)  The president of the Senate or his designee.
(2)  The president of the Louisiana State Bar Association.
(3)  The president of Louisiana Association of Business and Industry or his designee.
(4)  The president of Council for A Better Louisiana or his designee.
(5)  The president of Public Affairs Research Council of Louisiana or his designee.
(6)  The president of Greater New Orleans, Inc. or his designee.
(7)  The chairman of the Senate Judiciary A Committee or his designee.
(8)  The Chief Justice of the Louisiana Supreme Court or her designee.

(9)  The president of the Louisiana District Judges Association or her designee.
(10) The president of the Louisiana Association for Justice or his designee.
(11) The executive committee chair of the New Orleans Regional Black Chamber of
Commerce or her designee.
(12) The chancellor of Southern University Law Center or his designee.
(13) The dean of Loyola University New Orleans College of Law or her designee.
(14) The dean of Tulane Law School or his designee.
(15) The dean of LSU Law Center or his designee.
(16) The president of Louisiana AFL-CIO or his designee.
(17) The president of the Louisiana Clerk of Courts Association or his designee.
(18) The executive director of the Louisiana Sheriff's Association or his designee.
(19) The president of the Louisiana Urban League or her designee.
(20) The president of the Louisiana NAACP or his designee.
BE IT FURTHER RESOLVED that the members of the task force shall serve
without compensation, except per diem or expense reimbursement to which they may be
individually entitled as a member of their respective constituent organization.
BE IT FURTHER RESOLVED that the task force may conduct meetings at the times
as it may deem necessary or convenient to enable it to exercise fully and effectively its
powers, perform its duties, and accomplish the objectives and purposes of this Resolution.
BE IT FURTHER RESOLVED that the task force shall make a report of its findings
and recommendations, with a suggestion for proposed legislation, if any, to the president of
the Senate and speaker of the House of Representatives by February 1, 2020.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
Louisiana State Bar Association, Louisiana Association of Business and Industry, Council
for A Better Louisiana, Public Affairs Research Council of Louisiana, Greater New Orleans,
Inc., Louisiana District Judges Association and Louisiana Supreme Court.
