SENATE RESOLUTION NO. 237
BY SENATOR MILKOVICH 
A RESOLUTION
To commend Tim Barfield on his exceptional contributions in both the private sector and
as a public servant, using his significant talents to better the lives of those throughout
Louisiana.
WHEREAS, Tim Barfield is a 1982 graduate of Catholic High School in Baton
Rouge, Louisiana, and was named the 2014 Distinguished Graduate; he has served on the
Catholic High Foundation Board and has been an active volunteer for his alma mater; and
WHEREAS, Tim Barfield earned a Bachelor of Science in business administration
from Louisiana State University (LSU) and his Juris Doctor from the Paul M. Hebert Law
Center at LSU, beginning his legal career as a law clerk for the late Frank Polozola, United
States District Judge for the Middle District of Louisiana; and
WHEREAS, in the private sector, Mr. Barfield distinguished himself as an executive
of The Shaw Group, Inc., serving as president and chief operating officer of the company,
a Baton Rouge-based corporation providing engineering, construction, environmental, and
industrial services, and Baton Rouge's first Fortune 500 company headquartered in the
capital city; and only the second in the state of Louisiana, and the publicly-traded company's
annual revenue grew from three point one billion dollars to four point eight billion dollars
during the years of Barfield's dual role; and
WHEREAS, Tim Barfield also served as president of Shaw Environmental and
Infrastructure, Inc., a division of The Shaw Group and one of the country's largest
environmental and infrastructure engineering and construction companies, with more than
six thousand employees and one point two billion dollars in annual revenues under Barfield's
leadership; and
WHEREAS, during his time with Shaw, Tim Barfield served briefly as managing
director of Shaw, United Kingdom, Ltd., adding international experience to his thoroughly
remarkable curriculum vitae; and

WHEREAS, with such extraordinary accomplishments at the helm of Shaw Group
divisions, Tim Barfield had much to recommend him to work in the public sector and he
served in several capacities in the administration of Governor Bobby Jindal, beginning with
being tapped to be the first executive director of the Louisiana Workforce Commission,
formerly the Department of Labor, and heading the effort to modernize and streamline this
department, striving to better serve Louisiana's greatest resource, its people; and
WHEREAS, Tim Barfield went on to serve Governor Jindal as executive counsel,
providing legal representation to the governor and his staff and serving as an advisor on
policy, strategic, operational, and transactional matters; and 
WHEREAS, Mr. Barfield served as the secretary of the Louisiana Department of
Revenue, putting him in charge of the administration's effort to reform Louisiana's tax
system so that the tax code would be fairer, flatter, and lower for Louisiana families and
businesses; and
WHEREAS, eventually, Tim Barfield returned to the private sector, having left his
mark on many of the successes of the Jindal years; in 2016, he was named Executive Vice
President of CSRS, Inc., a Louisiana-based design and management firm specializing in the
delivery of infrastructure and facilities to public and private entities across the southeast
United States; and
WHEREAS, as an executive member of the administration of Governor Bobby
Jindal, Tim Barfield performed courageous, groundbreaking, and trailblazing research on,
and analysis and review of, the state's tax exemptions, credits, and deductions, working
tirelessly, unselfishly, and sacrificially, always with an eye to improving, strengthening, and
benefitting the great state of Louisiana; and
WHEREAS, as an intelligent and multi-talented leader and executive, Tim Barfield
has lent all his skills to significant efforts in both the private sector in Louisiana and in
governmental service, bringing his expertise and his vision to various positions that
strengthened the economy in Louisiana, and brought those same talents to deliver a state
government that more fully met the needs of her citizens and raised the profile of Louisiana
as a state where good things were happening and government was being run in a more
business-like manner.

THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby commend Tim Barfield on his exceptional contributions in both the private
sector and as a public servant, bringing his significant talents to better the lives of those
throughout Louisiana.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Tim Barfield.
