SENATE RESOLUTION NO. 247
BY SENATORS WALSWORTH, GATTI AND PEACOCK 
A RESOLUTION
To commend James D. Madden on his numerous contributions and accomplishments.
WHEREAS, James D. Madden was born in Heflin, Louisiana, on January 13, 1938;
and
WHEREAS, after his early years in Heflin, his family moved to Minden, Louisiana,
where he began his education as a first grader at Minden Grammar School, and subsequently
graduated from Minden High School; and
WHEREAS, in 1957, Mr. Madden enrolled in civil engineering at Louisiana Tech
University, but his time there was cut short due to family responsibilities; and
WHEREAS, he established a company that paved roads with asphalt and gravel and
later ventured into asphalt paving in North Louisiana; and
WHEREAS, Mr. Madden married Lyda Roberts, and sixty years later, they are
particularly proud of their children, S. Douglas Madden, David Scott Madden, and John A.
Madden, who run the flagship company, Madden Contracting Company, as well as satellite
entities under the company umbrella; and
WHEREAS, their daughter, Sarah Margaret Madden, lost her life in 2004, leaving
two granddaughters, Savannah and Catherine Willis; and
WHEREAS, in addition to Savannah and Catherine, the joys of James and Lyda's
golden years are eight additional grandchildren and eleven great-grandchildren; and
WHEREAS, the professional career of James Madden includes Madden Contracting
Company, Webster Bank and Trust, Minden Bank and Trust, and Minden Medical Center;
and
WHEREAS, in retirement, Mr. Madden is a benefactor and backer of education who
is dedicated to the wellbeing of Glenbrook School; and

WHEREAS, he serves on the board of the school, lends his talents and expertise to
fostering academic excellence, and is instrumental in making many physical improvements
to its campus; and
WHEREAS, with more than fifty years in the construction industry, Mr. Madden is
familiar with the need for a well-trained, educated, and experienced work force in welding
and truck driving, as well as a demand for mechanics with expertise in trucks and heavy
machinery; and
WHEREAS, several years ago, Mr. Madden, along with former state Senator Robert
Adley, began a push to upgrade the trade school in Minden, the result of which is the
Northwest Louisiana Technical College (NLTC); and
WHEREAS, their goal was to ensure NLTC's compatibility with the Louisiana
Community and Technical College System and provide a mechanism for graduates to earn
college credits recognized by other colleges and universities, and allow those individuals to
pursue careers and find lifelong employment in Louisiana; and
WHEREAS, the success of the state of Louisiana, the strength of our communities,
and the overall vitality of American society depends, in great measure, upon the dedication
of people like James D. Madden who use their considerable talents to promote education for
the betterment of future generations.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby commend James D. Madden on his numerous contributions and
accomplishments and does hereby extend to him best wishes for continued success and
happiness in all of his future endeavors.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
James D. Madden.
