SENATE RESOLUTION NO. 276

A RESOLUTION
To urge and request the Department of Public Safety and Corrections to conduct a study and
issue a written report to the Senate Committee on Judiciary B, no later than March 1,
2020, regarding whether retired peace officers, specifically those who have worked
for the office of juvenile justice, in good standing and in compliance with R.S.
40:2405, are being properly issued a Peace Officer Standards and Training card,
indicative of their ongoing training and entitlement to increased pay and retirement
benefits.
WHEREAS, the Peace Officer Standards and Training (POST) became a requirement
for most in 1986 and was established by the Louisiana Legislature in order to combine
improved and ongoing training with a raise in pay for peace officers employed in Louisiana;
and
WHEREAS, the financial enhancements from the POST certification were intended
to continue through a peace officer's retirement years; and
WHEREAS, generally, training is at the expense of the employing agency or political
subdivision; and
WHEREAS, the training was intended to provide a more professional group of peace
officers, but also to reward the additional training with additional financial benefits, paid
through retirement; and
WHEREAS, peace officers, including those who have served through the office of
juvenile justice, are entitled to the enhanced pay because of their training, and it is important
for the people of Louisiana to keep their promises to these servants of the public and keepers
of the peace.

THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby urge and request the Department of Public Safety and Corrections to conduct
a study and issue a written report to the Senate Committee on Judiciary B, no later than
March 1, 2020, regarding whether retired peace officers, specifically those who have worked
for the office of juvenile justice, in good standing and in compliance with R.S. 40:2405, are
being properly issued a POST card, indicative of their ongoing training and entitlement to
increased pay and retirement benefits.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
secretary of the Department of Public Safety and Corrections.
