HLS 201ES-47 ORIGINAL 2020 First Extraordinary Session HOUSE RESOLUTION NO. 1 BY REPRESENTATIVE LYONS EARLY CHILDHOOD: Requests that the State Board of Elementary and Secondary Education coordinate data relative to the early childhood care and education network and submit an annual report relative thereto 1 A RESOLUTION 2To urge and request the State Board of Elementary and Secondary Education to coordinate 3 data to assist in evaluating the effectiveness of the early childhood care and 4 education network and prioritizing the provision of related services and funds and 5 to submit an annual report relative thereto. 6 WHEREAS, Act No. 3 of the 2012 Regular Session directs the State Board of 7Elementary and Secondary Education to create a comprehensive and integrated network 8through which to manage and oversee all publicly funded programs that provide early 9childhood care or educational services; and 10 WHEREAS, the legislature expressed its intent that a comprehensive and integrated 11delivery system for early childhood care and education be created to ensure that every child 12enters kindergarten healthy and ready to learn; and 13 WHEREAS, the state should make every reasonable effort to offer choices of 14consistent quality for families selecting publicly funded early childhood care and education. 15 THEREFORE, BE IT RESOLVED that the House of Representatives of the 16Legislature of Louisiana does hereby urge and request the State Board of Elementary and 17Secondary Education to compile and coordinate data in a manner that will assist legislators 18in evaluating the effectiveness of the early childhood care and education network and in 19determining the most efficient and effective allocation of funding and services to maximize 20opportunities for children aged birth through five to achieve kindergarten readiness. Page 1 of 2 HLS 201ES-47 ORIGINAL HR NO. 1 1 BE IT FURTHER RESOLVED that the House of Representatives requests that the 2board submit to the House Committee on Education, the Senate Committee on Education, 3the House Committee on Appropriations, and the Senate Committee on Finance a written 4report, not later than sixty days prior to each regular session, that includes but is not limited 5to the following information: (1) the number of children participating in the network and 6demographic information pertaining to their age, race, and socioeconomic status and (2) the 7areas of greatest need according to geographic location and student population. 8 BE IT FURTHER RESOLVED that the House of Representatives requests that the 9board consider the data it compiles and coordinates pursuant to this Resolution in 10determining how to allocate awards, funding, and services. 11 BE IT FURTHER RESOLVED that a copy of this Resolution shall be transmitted 12to the president of the State Board of Elementary and Secondary Education.
