HLS 201ES-156 ORIGINAL 2020 First Extraordinary Session HOUSE RESOLUTION NO. 13 BY REPRESENTATIVE JAMES LAW ENFORCEMENT: Establishes a study group to study law enforcement systems and policing 1 A RESOLUTION 2To authorize and direct the creation of a study group to study law enforcement systems and 3 policing and to report its findings to the House of Representatives prior to the 4 convening of the 2021 Regular Session of the Louisiana Legislature. 5 WHEREAS, on May 25, 2020, George Floyd, a 46-year-old black man, died in 6Minneapolis, Minnesota, after a white police officer, Derek Chauvin, knelt on his neck for 7almost nine minutes while Floyd was handcuffed and lying face down on the street; and 8 WHEREAS, the deaths of black men at the hands of white police officers in recent 9years have raised a number of questions about the treatment of racial minorities within the 10criminal justice system, as well as about patterns of arrest-related deaths more generally; and 11 WHEREAS, this behavior will continue to happen unless we examine the systems 12that allow them to be repeated, and change will begin when system leaders accept 13responsibility for these types of acts; and 14 WHEREAS, when law enforcement systems are checked regularly to ensure that 15policies of fairness and justice are being practiced, we will see fewer incidents. 16 THEREFORE, BE IT RESOLVED that the House of Representatives of the 17Legislature of Louisiana does hereby authorize and direct the creation of a study group to 18study law enforcement systems and policing. 19 BE IT FURTHER RESOLVED that the study group shall include the following 20members: Page 1 of 2 HLS 201ES-156 ORIGINAL HR NO. 13 1 (1) The chairman of the House Committee on the Administration of Criminal Justice 2or his designee. 3 (2) A member of the House Committee on the Administration of Criminal Justice 4appointed by the chairman of the committee. 5 (3) The chairman of the House Committee on Judiciary or his designee. 6 (4) A member of the House Committee on Judiciary appointed by the chairman of 7the committee. 8 (5) The chairman of the House and Governmental Affairs Committee, or his 9designee. 10 (6) A member of the House and Governmental Affairs Committee appointed by the 11chairman of the committee. 12 (7) The Speaker Pro Temp of the House of Representatives. 13 (8) The Speaker of the House of Representatives or his designee. 14 (9) A representative from the Urban League of Louisiana. 15 (10) A representative from the National Association for the Advancement of Colored 16People. 17 (11) A representative from the American Civil Liberties Union. 18 (12) A representative from the Southern Poverty Law Center. 19 (13) A representative from the Power Coalition for Equity and Justice. 20 (14) A representative from the Voice of the Experienced. 21 BE IT FURTHER RESOLVED that the study group shall submit a report of its 22findings to the House of Representatives prior to the convening of the 2021 Regular Session 23of the Louisiana Legislature.
