HOUSE RESOLUTION NO. 13
BY REPRESENTATIVE JAMES
LAW ENFORCEMENT:  Establishes a study group to study law enforcement systems and
policing
1	A RESOLUTION
2To create a study group to study law enforcement systems and policing and to report its
3 findings to the House of Representatives prior to the convening of the 2021 Regular
4 Session of the Louisiana Legislature.
5 WHEREAS, the unreasonable use of force, including instances resulting in death, by
6law enforcement officers in recent years has raised a number of questions about the disparate
7treatment of different segments of society within the criminal justice system as well as about
8patterns of arrest-related deaths more generally; and
9 WHEREAS, this behavior will continue to happen unless we examine the systems
10that allow them to be repeated, and change will begin when system leaders accept
11responsibility for these types of acts; and
12 WHEREAS, when law enforcement systems are checked regularly to ensure that
13policies of fairness and justice are being practiced, we will see fewer incidents.
14 THEREFORE, BE IT RESOLVED that the House of Representatives of the
15Legislature of Louisiana does hereby create a study group to study law enforcement systems
16and policing.
17 BE IT FURTHER RESOLVED that the study group shall include the following
18members: 
19 (1)  The chairman of the House Committee on the Administration of Criminal Justice
20or his designee.
21 (2)  A member of the House Committee on the Administration of Criminal Justice
22appointed by the chairman of the committee.

1 (3)  The chairman of the House Committee on Judiciary or his designee.
2 (4)  A member of the House Committee on Judiciary appointed by the chairman of
3the committee.
4 (5)  The chairman of the House Committee on House and Governmental Affairs,, or
5his designee.
6 (6)  A member of the House Committee on House and Governmental Affairs,
7appointed by the chairman of the committee.
8 (7)  The chairman of the House Committee on Municipal, Parochial and Cultural
9Affairs, or his designee.
10 (8)  A member of the House Committee on Municipal, Parochial and Cultural Affairs
11appointed by the chairman of the committee.
12 (9)  The Speaker Pro Temp of the House of Representatives. 
13 (10)  The Speaker of the House of Representatives or his designee.
14 (11)  A representative from the Urban League of Louisiana.
15 (12)  A representative from the National Association for the Advancement of Colored
16People.
17 (13)  A representative from the American Civil Liberties Union.
18 (14)  A representative from the Southern Poverty Law Center.
19 (15)  A representative from the Power Coalition for Equity and Justice.
20 (16)  A representative from the Voice of the Experienced.
21 (17)  A representative of the Louisiana Sheriffs' Association.
22 (18)  A representative of the Louisiana Association of Chiefs of Police.
23 (19)  A representative of the office of state police.
24 BE IT FURTHER RESOLVED that the study group shall submit a report of its
25findings to the House of Representatives prior to the convening of the 2021 Regular Session
26of the Louisiana Legislature.

Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on House and
Governmental Affairs to the original resolution:
1. Add the chairman and a member of the House Committee on Municipal,
Parochial and Cultural Affairs to the study group.
2. Add to the study group  representatives from the La. Sheriffs' Assoc., the La.
Assoc. of Chiefs of Police, and the office of state police.
3. Make technical and wording changes.
